- Description
- The Naval Information Warfare Systems Command (NAVWAR), in support of the Program Executive Office for Command, Control, Communications, Computers, and Intelligence (PEO C4I), Communications and GPS Navigation Program Office (PMW/A 170), intends to solicit a proposal on a sole-source basis from the incumbent, General Dynamics Mission Systems (GDMS) of 8201 E McDowell Rd, Scottsdale, AZ, 85257, as a follow on contract to N00039-18-D-0002 for the procurement of Digital Modular Radio (DMR) hardware and engineering services. This synopsis supersedes the previous posting from 24 June 2020. The Government now intends to solicit from GDMS a proposal for a 5-year follow on contract vice a contract extension to N00039-18-D-0002, which will include Firm-Fixed Price (FFP) line items for hardware and Cost-Plus Fixed Fee (CPFF) line items for Engineering Services. The aforementioned hardware includes the procurement of a 4-channel DMR as well as the procurement of a 2-channel DMR variant and High Frequency Distribution Amplifier Group (HFDAG) ancillary components. The Government anticipates the procurement of approximately 600 DMRs or 824 2-channel radios or a combination of both from December 2022 through December 2027. Additionally, VHF/UHF/UHF SATCOM amplifiers, combiners, couplers are integrated with the DMR system to fulfill the requirements for those functional modes of operation and may also be procured under the aforementioned follow on contract. The performance of the anticipated follow on contract will require detailed knowledge of, and extensive experience with, the DMR design data and software source code. As the original equipment designer and sole production manufacturer, GDMS is the only company that possesses the detailed knowledge and expertise to perform the aforementioned tasks to produce the qualified products that will satisfy the Government�s technical, delivery, and interoperability requirements. The authority for other than full and open competition is 10 U.S.C. 2304(c)(1) and FAR 6.302-1, �Only One Responsible Source and no other supplies or services will satisfy agency requirements.� This notice of intent is not a request for competitive proposals or a solicitation of offers. However, responsible interested parties may submit information in which they identify their interest and capability to respond to this requirement. A determination by the Government not to compete this procurement based upon responses to this notice is solely within the discretion of the Government. Responses should be submitted via email no later than fifteen (15) calendar days from the date of this synopsis to Adam Barker, Contract Specialist, NAVWAR 2.2, (adam.barker2.civ@us.navy.mil). Verbal questions and comments will not be accepted.
