- The Department of Veterans Affairs (VA) Technology Acquisition Center intends to issue a sole source contract to Medicom Technologies, Inc. (Medicom), 434 Fayetteville St. Ste 1650, Raleigh, NC 27601. Imaging Service at ALMD has a requirement for a system which enables electronic, bi-directional exchange of radiology imaging exams and reports with commercial healthcare facilities providing services to VA patients. The Mission Act has made it possible for Veterans to seek diagnostic imaging services outside of the VA. As it exists currently, CD-ROMs and DVD-ROMs are hand carried or mailed to and from the VA at the completion of a diagnostic test. Medicom s Image Exchange (Imagex) transforms this into an easy to-use electronic process that eliminates CD s and associated delays in care. Imagex deploys a proprietary peer-to-peer network which would provide the VA Hospitals the ability to facilitate the exchange of radiology information such as reports and images through encrypted conduits between providers on the fully federated health information network. Medicom is the only fully federated health information exchange provider that connects disparate silos of health information so that they can be easily and securely searched and shared. This is RFI only. It is requested that vendors interested in competing for this effort demonstrate its capabilities to provide a system that enables electronic, bi-directional exchange of radiology imaging exams and reports with commercial healthcare facilities providing services to VA patients. Marketing material will not be accepted as an indication of capability. 1. Provide, at a minimum, the following information in the initial paragraph of the capability statement: Name of Company Address Point of Contact Phone Number Fax Number Email address Company Business Size and Status NAICS code(s) Socioeconomic data Data Universal Numbering System (DUNS) Number Any and all scheduled contracts your company may have (i.e. General Services Administration (GSA) Schedules, Government Wide Acquisition Contracts (GWAC), etc.). Include Contract Number, expiration date, etc. 2. If your company is a Small Business, also include the following: The intent and ability to meet set-aside requirements for performance of this effort. Information as to proposed team members, the percentage of work each is to perform and which PWS requirements would be subcontracted. Service Disabled Veteran Owned Small Businesses (SDVOSB) and Veteran Owned Small Businesses (VOSB) must indicate whether at least 50% of the cost incurred would be expended for prime employees or employees of other eligible SDVOSB/VOSB firms. This should also include the prime planned percentage and if under 50%, the names of the potential team members that may be used to fulfill the 50% SDVOSB/VOSB requirement. 3. Please detail your ability to provide scheduling between the platform and peer support specialists 4. Please indicate your ability to provide a cadre of peer support specialists capable of 7 day a week support certified in Depression and Bipolar Support Alliance (DBSA) Certification no later than 60 days after award. NOTE: The preliminary North American Industry Classification System (NAICS) selected for this requirement is 511210 and is subject to change. NAICS 511210 has a size standard of $41.5 million. A company that is not a VIP registered and verified SDVOSB or VOSB (http://www.va.gov/OSDBU/index.asp) should not represent itself as an SDVOSB for purposes of this RFI.
