Description
The National Aeronautics and Space Administration (NASA)/Johnson Space Center (JSC)�has a requirement for six one-month option period extensions of the Custodial, Housekeeping, Waste-Removal, and Insect Extermination (CHWIE) Contract NNJ16JM07C.� The services under the Custodial, Housekeeping, Waste-Removal, and Insect Extermination (CHWIE) Contract consists of facility cleaning operations, general housekeeping, pest control management, recycling, waste management, special events, and emergency custodial services.� These services are currently being performed by the Native Resources Development Company. NASA/JSC is considering purchasing services from Native Resources Development Company Incorporated (NRDCI).� NRDCI has been identified as having the capability to provide critical support services in the areas of Custodial, Housekeeping and Waster-Removal at the NASA Johnson Space Center (JSC), Houston, TX and White Sands Test Facility, Las Cruces,�New Mexico during the period until a follow on Contract is awarded.� The current contract has an expiration date of December 31, 2021.� �The Government is considering purchasing six additional one-month options which would bring the total potential period of performance to June 30, 2022.� In the event the follow-on contract is not awarded and/or the phase-in period is not completed by December 31, 2021, the Government will exercise these one-month options to provide continual custodial support.� In accordance with 6.302-1(a)(iii), for DoD, NASA, and the Coast Guard, services may be deemed to be available only from the original source in the case of follow-on contracts for the continued provision of highly specialized services when it is likely that award to any other source would result in unacceptable delays in fulfilling the agency requirements. �NRDCI as the incumbent, is a responsible source qualified to perform this requirement during this interim period due to its combined training, experience, and expertise to provide uninterrupted continuation of mission critical support. The Government intends to acquire a commercial service using FAR Part 12.� The NAICS Code is 561720 � Janitorial Services and the Small Business Size Standard is $19.5 million per year. NASA JSC is seeking capability statements from all interested parties, including all socioeconomic categories of Small Businesses and Historically Black Colleges and Universities (HBCU)/Minority Institutions (MI), and members of the underserved communities as defined by Executive Order 13985, Advancing Racial Equity And Support For Underserved Communities Through The Federal Government, for the purposes of determining the appropriate level of competition and/or small business subcontracting goals for CHWIE. The Government reserves the right to consider a Small, 8(a), Women-owned (WOSB), Service Disabled Veteran (SD-VOSB), Economically Disadvantaged Women-owned Small Business (EDWOSB) or HUBZone business set-aside based on responses received. Interested offerors/vendors having the required specialized capabilities to meet or exceed the above requirements during the period of January 1, 2022 through February 28, 2022 should submit a capability statement of five pages (no cover page) or less indicating the ability to perform all aspects of the effort described herein. �Responses must include the following: (1) �Name and address of firm; (2) �Point of contact (name, telephone number, and email address); (3) �Size of business (average annual revenue for past 3 years); (4) �Whether they are large, small, small disadvantaged, Certified 8(a), HUBZone, Service Disabled Veteran Owned and/or woman-owned; (5) �CAGE Code and DUNS number; (6) �Capability statement including company specific information relevant to the above requirements including experience in managing unionized employees; and (7) �List of customers covering the past three years (highlight relevant work performed, contract numbers, contract type, dollar value of each procurement; and point of contact - address and phone number). It is insufficient to provide only general brochures or general information.� Oral communications are not acceptable in response to this notice. Interested organizations may submit their capabilities and qualifications to perform the effort in writing to the Contracting Officer, Jeffrey R. Black at: Jeffrey.R.Black@nasa.gov and to Suzan Thomas at suzan.p.thomas@nasa.gov� not later than 4:30 p.m. Central time on October 26, 2021.� Such capabilities/qualifications will be evaluated solely for the purpose of determining whether or not to conduct this procurement of six one-month options on a competitive basis. A determination by the Government not to compete this proposed effort on a full and open competition basis, based upon responses to this notice, is solely within the discretion of the government.
