Description
This announcement constitutes a Sources Sought Synopsis (market survey). This is not a request for quote (RFQ) or a request for proposal (RFP). This announcement is for information and planning purposes only and is not to be construed as a commitment by the Government, implied or otherwise, to issue a solicitation or award a contract. The Government will not pay for any cost incurred in responding to this announcement. Any information submitted by respondents to this Sources Sought synopsis shall be voluntary. This Sources Sought Notice is for Market Research purposes only. The information submitted in response to the Sources Sought Notice will not be utilized to determine vendor standing in any future/potential Request for Quote/Request for Proposal, nor will it be utilized to determine if a vendor is qualified to submit a Request for Quote/Request for Proposal for any future/potential requirement. The notice and the information received shall not be used to determine how well respondents can perform a requirement, which can only be evaluated in response to a solicitation. Vendors will not receive formal notification or feedback on any information submitted in this Sources Sought request. All future/proposed submissions/solicitations requirements solicited on a Government Point of Entry will be evaluated independent of any information submitted in response to this Sources Sought Notice. No vendor will be provided information on solicitations issued on a Government Point of Entry based on this Sources Sought request. This Sources Sought Notice is relative to the NAICS code 611699. The Small Business size standard for this NAICS code is $12,000,000. Large and Small Businesses are invited to answer this market survey to determine market capabilities. Hurlburt Field, FL, is conducting market research to determine the existence of potential sources to provide an advanced, multi-discipline cold weather mountain rescue course with an intense immersion program of instruction. The course shall be structured to provide additional attention to junior personnel, who may need further instruction to overcome basic challenges allowing for successful integration alongside more experienced peers. This course will encompass proven tactics, techniques, and procedures that promote mission success and survivability under stress induced tactical situations. This outsourced training will include every aspect of exercise training in austere environments. The potential requirement will consist of the contractor providing all of the following qualifications/requirements for the below listed services: Instructor Requirements: PRIMARY INSTRUCTOR must have a minimum of 20 years� experience on a Mountain Search and Rescue team with a minimum of 10 years in a leadership role. Worked a minimum of 20 years (seasonal) as a mountain guide and have in excess of 500 days spent above tree line in winter conditions. The PRIMARY INSTRUCTOR must have the ability to design and implement the training program, evaluate student retention of content taught, conduct a daily debrief, and supervise and manage the instructor team. Additionally, the lead instructor must be able to teach Level 1 training on Atlas Devices APA-4 and APA-5U systems. SECONDARY INSTRUCTOR SME�s shall possess a minimum of 25 years personal experience in mountaineering, rock & ice climbing to a level of 5.10 and grade 5 ice, back country skiing on slopes of at least 45 degrees, have traveled on glaciated terrain, and climbed peaks to at least 18,000 feet in elevation. SECONDARY INSTRUCTOR SME�s shall have a minimum of 15 years� experience on a technical search and rescue team with at least half of the SAR missions in severe winter conditions.� SECONDARY INSTRUCTOR SME�s must be proficient in all aspects of navigation with map, compass, and GPS. ALL Instructors must be proficient in the most current techniques for high angle rope rescue and recovery, and safe travel techniques in avalanche terrain. ALL Instructor�s must have the ability to maintain backcountry ski equipment and conduct field repairs of that equipment if necessary. ALL Instructor�s must possess extensive experience in cold weather survival, and navigation skills in white-out conditions. ALL Instructor�s must be able to provide necessary documents as credentials; ie career brief, job history, orders, or retirement summary. ALL Instructor�s shall explain proper procedures verbally, demonstrate physically, and provide hands-on opportunities and feedback/progress reports for each student. The course shall not be in the lecture format. A �learn by doing� approach shall be used in conjunction with an advanced learning philosophy, repetition, varying degrees of stressors and all practical learning environments. The Government will list the Key Personnel in the resulting contract. Facilities Requirements: The awarded contractor�s training complex shall be located within the Continental United States and possess, at a minimum, the below listed specialty ranges, training areas and facilities to fulfill the training and logistical requirements of this PWS: The training course must include overland movement to provide the most accurate terrain. The contractor�s chosen location shall possess a consolidated area for pre-mission gear preparation, gear storage, and mission planning. The contractor�s chosen location shall possess meals on site. Contractor�s location that is accessible with a short approach 4-6 miles from the trailhead and peaks not to exceed 6,500 ft in elevation so as to avoid need for altitude adjustment. Possess severe winter weather conditions below zero (0�F) temperatures and wind speeds capable of reaching in excess of 75 mph. Accessible avalanche terrain Plethora of ice walls and rock cliffs within short striking distance of the road Remote backcountry setting with mixed forest of Boreal and hardwoods for conducting a discrete multi-day/overnight training and full mission profile (FMP) of at least 20 miles in length traveling on skis and snowshoes Mountain terrain and training locations must be no more than 1 hour drive from the hotel/location which the team is based out of so as to maximize training time The contractor shall be able to facilitate course of instruction for a maximum of 12 personnel. Training at private, commercial, State or local facilities that have been specifically developed, established, or operated for the purpose of training, such as that which will occur during the proposed training event. Contractor shall have COVID-19 preventative measures in place Contractor Materials Requirement: The contractor shall provide: Any personal protective equipment (PPE) required for safe training that is not government provided (helmet, body armor, eye protection, uniform, boots). Any such equipment must be in quantities/sizes sufficient to protect all students. Equipment shall be in good condition and working order and be properly sized to each student. The following items/materials will be provided by the contractor (one set will be provided per man for 12 men *or equivalent item based on availability from suppliers): Alpine touring skis: Black Diamond Helio Recon 9.5 Alpine touring boots: Scarpa Mastrale Alpine touring binding: marker tour Climbing skins for skis: Black Diamond Glidlite Mohair Ski Poles: Black Diamond Expedition collapsible Pulk: Snow Clipper Pulk Snow Anchor: Yates w/ cable Ice Tools: Black Diamond Vipers (1 pair per man) Ice Screws: Black Diamond Express 16cm (2 per man) Black Diamond Binding buddy multi tool �V� thread tool for ice anchors NOTE: Please submit electronic response indicating capability to supply the aforementioned item(s) via line card or published description (no more than 10 pages) as well as POC (name, telephone # and email address) along with contractor's CAGE, DUNS, and the physical location of your facility to the individuals listed within this notice.
