- Identification of the agency and the contracting activity:� The Department of State Office of Acquisition Management proposes to award task/deliver order under multiple award contract or a modification to an existing ActiveRole Server (ARS) Software Maintenance (ON and CN) on behalf of Information Resource Management, Enterprise Network Management Office (IRM/OPS/ENM).� The total estimated cost is $XXX. 2. ������� Nature and/or description of the action being approved. This is the renewal of existing ActiveRoles software that requires being upgraded with the ActiveRoles provides a comprehensive solution to access control management for Active Directory (AD) resources without using the native delegation wizard, which is difficult to control, audit, and maintain. The ActiveRoles Server enables the Engineers to control access through delegation using a least privileged model in order to protect AD. Without ActiveRoles, the DoS would have no way to limit who has access to AD, no way to track and audit what changes are made to AD, and ENM would not be able to reliably protect the network from unauthorized or malicious users. This particular name-brand software has been renewal 3 times. Quest ActiveRole Server Maintenance Support previous purchases: Prior Awards XXXX. ����������� 3.� ������ A description of the supplies or services required to meet the Department�s needs. Active Roles provides comprehensive privileged account management for DOS Active Directory and Azure Active Directory, enabling ENM to control access through delegation using a least-privilege model. Based on defined administrative policies and associated permissions, ActiveRoles generates and strictly enforces access rules, eliminating the errors and inconsistencies common with native approaches to hybrid AD management. Active Roles is also optimized to serve DOS needs of both on-premises AD and Azure AD in a hybrid deployment ActiveRoles server also protects AD in accordance with Diplomatic Security guidelines. Maintenance includes proprietary patches and upgrades as well as technical support. This acquisition is conducted pursuant to 41 U.S.C. 4103 and 4106 as implemented by FAR 16.505(b)(2) and substantiated by the following:� � ����������� ? FAR 16.505(a)(4) � The agency need for procuring items peculiar to one manufacturer.� This request is to purchase specific software based on name-brand specification, ActiveRoles. While the item is peculiar to a specific manufacturer, the reseller does not need to be specified. ActiveRoles Software provides a comprehensive solution to access control management for Active Directory (AD) resources without using the native delegation wizard, which is difficult to control, audit, and maintain. The ActiveRoles Server software enables DoS engineers to control access thru delegation using a least privileged model in order to protect AD.� A comparison of this application was performed with Microsoft Identity Manager (MIM).� The results of the comparison showed the server build out and maintenance differences between ARS and MIM was significant not only with its cost but also the number of servers required to run this service. The MIM required multiple SQL backend servers and at least four service accounts.� ARS application only uses one front-end and one backend server showing this application to be the best purchase for our FY22 requirements.� 5.� ������ A determination by the Contracting Officer that the anticipated cost to the Government will be fair and reasonable. The Contracting Office determines that the anticipated price(s) will be fair and reasonable based on market research, comparison of previous purchase prices found reasonable, or a comparison with similar items in related industry. By signing the justification the Contracting Officer makes a determination that the cost/price to the Government are expected to be fair and reasonable. 6. ������� �Any other facts supporting the justification. ��� As this is a brand name only justification, the products identified by brand name herein have been identified as the only products that meets the Department�s requirements. ActiveRoles software is already currently deployed throughout the Department of State. This software is already approved by the various governance approving bodies and have been authorized for use on Department enterprise networks by the various security and information assurance organizations within the Department.� Maintenance for this software is proprietary to the original manufacturer of the software, and no other tools have been determined to meet the mission need of ENM at this time. . 7.� ������ Actions the agency may take to remove or overcome any barriers to Increase Fair Opportunity before any subsequent acquisitions for the supplies or services is made. As is prudent, IRM/OPS/ENM/NED will continue to conduct market research to attempt to identify competing sources that offer satisfactory material and service. This research will be conducted as part of the rebid or re-compete of this contract.
