- Identification of the agency and the contracting activity:� The Department of State Office of Acquisition Management is conducting this acquisition of than full and open competition for General Dynamic TACLANE Encryptors (175F) on behalf of the Bureau of Information Resource Management, Systems Integrity Division (IRM/FO/ITI/SI). The estimated cost for this requirement is $XXX. 2. ������� Nature and/or description of the action being approved. ����������� The requested action is a sole source justification and approval to support a firm-fixed price order for General Dynamics Mission Systems.� The previous award was XXXX. ����������� 3.� ������ A description of the supplies or services required to meet the Department�s needs. ����������� The Cryptographic Services Branch (CSB) is the office responsible for COMSEC Operational Policy and Procedures within the Department of State and the COMSEC custodian of the Department's cryptographic resources inventory.� The KG-175F encryptors are required in order for CSB to continue providing the Department with Type 1 encryption devices that secure the classified information transiting our National Security Systems (NSS) (e.g.: e-mail, telegrams, secure video teleconferencing, etc.) from disclosure to our foreign adversaries.� The total estimated cost is $XXX. 4.� ������ An identification of the statutory authority permitting other than full and open competition.� This acquisition is conducted under the authority of 41 U.S.C. 3304, as implemented by FAR 6.3 and substantiated by the following: ����������� ? FAR 6.302-1 � Only one responsible source and no other supplies or services will satisfy agency requirements. 5.� ������ A demonstration that the proposed contractor�s unique qualifications or the nature of the ������������������������������������������action require use of the authority cited. The General Dynamics KG-175F is NSA certified to process TOP SECRET/SCI information. The device will enable CSB to continue to assist with providing a customized, flexible, etc. domestically and abroad.� General Dynamics is the only manufacturer that can provide the KG-175F.� Without purchase, CSB will not be able to respond to post requirements for equipment in a timely manner which could result in the loss of secure communications.� a.� Non-compliance with DoS approved configuration for information transiting National Security Systems. b.� Interoperability cannot be guaranteed making the department vulnerable to network security breaches. 6. ������� A description of efforts to ensure that offers were solicited from as many potential sources as is practicable, including whether a notice was or will be publicized as required by FAR Subpart 5.2 and, if not, which exception under FAR 5.202 applies.� ����������� This brand name justification will be posted with a solicitation for bid in accordance with FAR 5.102(a)(6) requirements. ����������� 7.� ������ A determination by the ordering activity Contracting Officer that the anticipated cost to the Government is fair and reasonable. ����������� The Contracting Office determines that the anticipated price(s) will be fair and reasonable based on market comparison.� By signing the justification the Contracting Officer makes a determination that the cost/price to the Government are expected to be fair and reasonable. 8.�������� A description of the market survey conducted (see Part 10) and the results or a statement of the reasons a market survey was not conducted. ����������� No market research was conducted.� The COMSEC items identified by brand name herein are Controlled Cryptographic Items (CCI) and General Dynamics is the only manufacturer for these NSA certified Type1 encryption devices and have been identified as the only products that will meet the Cryptographic Services Branch requirements as part of its mission to enable the Department to maintain secure communications. 9.�������� Any other facts supporting the use of this justification.� �� ����������� None 10.������ A listing of any sources that expressed a written interest in the acquisition. ����������� None.� 11.������ A statement of the actions, if any, the agency may take to remove or overcome any barriers to competition before any subsequent acquisition for the supplies or services required.�� � ����������� ����������� The Office of Acquisition Management and Bureau of Information Resource Management, Systems Integrity Division (IRM/FO/ITI/SI) will continue to keep abreast of the market to understand when it will be in the best interest of the Department to compete this requirement in the future.
