- Amendment 0002 adds a class deviation clause necessary to implement Executive Order 14042, Ensuring Adequate COVID Safety Protocols for Federal Contractors. No change in response due date. Amendment 0001 provides HUD's responses to CIS Solicitation questions. Project Number (Solicitation Number):� 86614121R00001 This is a�solicitation�notice of the United States Department of Housing and Urban Development (HUD) procurement�seeking Architect-Engineering services under the Brooks A-E Act (Public Law 92-582, 40 U.S.C. 541 et, seq.), using the procedures identified in Federal Acquisition Regulation (FAR) Part 36.6.� This procurement limits competition to small businesses, who meet the $8 Million small business size standard applicable to North American Industry Classification System (NAICS) code 541310 Architect and Engineering and Product Service Code C219.� The Government contemplates awarding to multiple firms based on their competence, qualifications, and background.� HUD anticipates making two awards in each of the following regions:� North East, South East, South West, West, and Midwest, for a total of ten awards.� Each awarded contract will have a five-year period of performance under a firm-fixed unit price, Indefinite-Delivery, Indefinite-Quantity (IDIQ) contract. An award of an IDIQ contract does not guarantee any order beyond the minimum amount established in a contract.� The government�s estimated award dates range from mid December 2021 to April 2022.� The government estimates the cumulative ceiling of all regions to be valued at approximately $50 million.� HUD's Federal Housing Administration (FHA), Office of Multifamily Housing (MFH) Program, is seeking A&E firms to perform inspection services.� The �Construction Inspections Services� contractor will perform observations and evaluations of builders and architects on nationwide new construction projects, as well as the repair or rehabilitation of existing MFH units through each of the construction phases.� Each periodic inspection performed during the construction phases will be a firm-fixed unit price and must be performed by qualified personnel.� The government requires two types of key personnel: Contract Manager and Construction Inspectors.� The government requires interested firms to predominantly use key personnel who are registered members of architectural or engineering profession.� The periodic field observations and evaluations performed by Construction Inspector (CI) represent HUD's MFH program office on-site, so requires the reporting of findings back to HUD.� The CI will support HUD by monitoring, evaluating, and reporting on architectural and construction firms� performance, monitoring compliance with architectural and construction documents, monitoring compliance with Federal standards, regulations, and HUD's guidance, and reviewing progress and documents before providing a recommendation for the release of payment withdrawals to the construction firm.� The contractor will assist the architectural and construction firm�s with compliance with HUD's construction administration tasks.� Contractors will schedule the periodic meetings to coincide with, when possible, meetings with the architectural and construction contractors.� Refer to the attached Performance Work Statement for further performance requirements.� Interested Firm�s:� If your firm is interested in becoming an architect-engineering firm for HUD, refer to the attached solicitation and associated documents herein.� This procurement uses a phased approach, requiring submission of Technical Proposals first for a determination of qualifications and competence, before inviting highly qualified firms to submit Price and Business Proposals.
