Description
General Dynamics Electric Boat (GDEB) Corporation, Groton, Connecticut, is being awarded an $475,002,626 Cost-Plus-Fixed-Fee and Cost-Plus-Incentive-Fee modification to previously awarded contract (N00024-17-C-2117). This contract action was not awarded competitively as the contractor is the only responsible source for the design phase and construction effort. Further this contract action was not awarded on a fixed-price basis as the conditions stated at FAR 16.301-2(a) have been met. This modification includes Long Lead Time Material, Production Backup Units, Lead Yard Support, Shipyard Manufactured Items, Missile Tube Outfitting, and Supplier Development in support of construction of COLUMBIA Fleet Ballistic Missile Submarines. The industrial base development work is for the furtherance of the Fiscal Year 2021 National Defense Authorization Act (Public Law 116-283) which authorized, and the Department of Defense Appropriations Act, 2021 (Public Law 116-133) which appropriated, additional funds for submarine industrial base development and expansion to ensure second- and third-tier contractors are able to meet increased production requirements. Work will be performed in Groton, Connecticut (97.3 percent) and Newport News, Virginia (2.7 percent) and is expected to be completed by 31 December 2031. The Naval Sea Systems Command, Washington, District of Columbia, is the contracting activity.
