- The Department of Veterans Affairs VA Healthcare System, Network Contracting Office (NCO) 16 located at 2002 Holcombe Blvd, Houston, TX 77030 intends to solicit and negotiate a sole source, firm fixed price contract with a base period and four 12-month option periods with one Large Business (LB) source Immucor Inc., located at 3130 Gateway Dr., Norcross, GA 30071. Immucor Inc., is the Original Equipment Manufacturer (OEM) for the government equipment Immucor Echo Lumena Blood Bank System. The contract will provide propriety items listed below for the Immucor Echo Lumena Blood Bank System. Standard in number of employees is 1,250. This purchase will be made under Simplified Acquisition Procedures and Other than Full and Open Competition, as authorized by FAR 6.302-1 and in accordance with FAR Part 13.106-1(b). The Government intends to award a Firm-Fixed Price contract, in accordance with FAR 16.202-1. The anticipated award date is November 1, 2021. The Government intends to award a Firm-Fixed Price contract. Please note that this is not a request for competitive quotes and is being posted for informational purposes only. Interested contractors, in addition shall provide the following information as an attachment to your response: 1. Is you company reagents compatible to the government equipment Immucor Echo Lumena Blood Bank System without duplicating cost or errors? Please provide evidence/narrative for government to review compatibility. 2. Is you company reagents compatible to the government equipment Immucor Echo Lumena Blood Bank System without duplicating cost or errors with the capability to perform both manual and automated immunohematology patient testing? 3. Do your company reagents meet the current standards and/or regulations of the Food and Drug administration (FDA), the College of American Pathologists (CAP), the Joint Commission (TJC), and the American Association of Blood Banks (AABB)? 4. Do your company possess an Authorization letter from Immucor, Inc. stating your company is an approved vendor for OEM items listed above and in the Draft SOW? Please provide evidence from OEM. 5. Are you a Small or Large Business Manufacturer? 6. Do you have an existing GSA or VA, Federal Supply Schedule contract for the required reagents and supplies? Please include the contract details in your response. 7. Business name, business type, socio-economic status (e.g., Veteran-Owned, Woman-Owned, Disadvantaged Small Business, 8(a), etc.), person of contact (including telephone number & email address), GSA Contract number if applicable, and DUNS number. Please also include the North American Industry Classification System (NAICS) Code for which you propose to provide the service under for verification of your size standard. Interested parties shall identify their interests, submit evidence and capability to respond to this requirement within Ten (10) calendar days of the publication of this notice. Any response to this notice shall show clear and convincing evidence that competition would be advantageous to the Government. Interested parties shall submit clear evidence with the capability to meet government requirement. To include but not limited to: Interested parties shall ensure the use of equivalent or non-certified reagents with existing Immucor Echo Lumena Blood Bank System will not result in significant delays in patient care, increase probability of incorrect results leading to increased risks to patient safety, duplication of cost and increased risk of laboratory staff error due to use of unapproved reagents. If no responses are received, the Contracting Office will proceed with the sole source negotiation with Immucor, Inc., located at 3130 Gateway Dr., Norcross, GA 30071.
