- Fire Suppression Repair Seeding Cedar and Cub Creek 2 Fire������������������������������ REQUEST FOR INFORMATION/SOURCES SOUGHT Notice 1. The USDA Forest Service (FS) Northwest Zone Winthrop, Wa will very soon issue a combined synopsis solicitation for awarding a contract for aerial seeding operations on the Cedar and Cub Creek 2 Fire in accordance with Attachment 1 - Statement of Work. FAR 12.6 Streamlined Procedures for Evaluation and Solicitation of Commercial Items will be utilized along with a shorter response time in accordance with FAR 5.203. - 2. The prospective contractor shall provide all management, supervision, pilots, tools, equipment, trucks, aircraft and labor necessary to apply approximately 25 pounds/acre of Government provided grass seed of 50/lb bags to 207 acres (?83 seeds per square foot) will be expected and evaluated within the 207 acres associated with this item.� Forest Service managed lands to be restored from the Cedar and Cub Creek 2 Fire of 2021. Award selection will be made with a Low Price Technically Acceptable (LPTA) basis with a thorough review of your technical proposal to ensure acceptability. - 3. The performance period for this service is Consequently, it is the Government�s intention to that all areas are seeded between the time the contract is awarded and October 30th. Work shall not begin until the Contracting Officer issues a Notice to Proceed. The contractor shall begin work within two calendar days of the effective date of the Notice to Proceed.� Once started, work is to continue in a timely manner until project completion. Contract performance time will be approximately 3-5 calendar days. . - 4. A firm-fixed priced contract is contemplated. - 5. The FS is contemplating setting this procurement aside for small business based upon results of ongoing market research and responses to this announcement. The applicable North American Industry Classification System (NAICS) code is 115310 with a small business size stand of $8.0M. If you are interested in this procurement, please contact the POC to discuss your capabilities and capacity to perform this work in the required timeframe. - 6. A complete Request for Quotes (RFQ) will be issued on or about 20 OCT 2021 on the beta SAM.GOV web site. Once the solicitation is posted, it is incumbent upon the interested parties to review the website frequently for any updates/amendments. We are planning for about a two-week solicitation period. - 7. All prospective contractors must be registered in the System for Award Management (SAM) (www.sam.gov) to be eligible for award. If you have not updated SAM since October, you are advised to update early to be sure you are in complete compliance with the expanded Section 889 prohibitions on not using certain covered technology products. - 8. There is no formal pre-bid site visit scheduled for this project, but we are open to setting up a conference call or Zoom call to further discuss the specifics and particulars.
