Description
1 The Walla Walla Veterans Administration Medical Center (WWVAMC) maintains 25 buildings and a water tower on its campus as well as oversight of 3 leased clinics at a distance from the campus. This contract seeks to consolidate fire system inspection, testing, repair/maintenance, and recordkeeping to maintain compliance with VA directives, National Fire Protection Association (NFPA) codes, State and Federal requirements, and the Joint Commission (TJC) standards. It includes fire alarm, fire sprinkler, fire damper and fire door components. Place of Performance All work under this contract is to be performed at the following locations: Walla Walla VA Medical Center, 77 Wainwright Dr, Walla Walla, WA 99362 Lewiston CBOC, 1630 23rd Avenue, Lewiston, ID 83501 La Grande CBOC, 202 12th Street, La Grande, OR 97850 Yakima CBOC, 717 Fruitvale Blvd, Yakima, WA 98902 Period of Performance The contract period base year will begin on date of award plus four (4) option years. The VA CBOC lease locations are subject to change, cancellation, and or termination. At these locations the VA can cancel this contract with 30 days notice. Scope The Contractor shall furnish all labor, travel, equipment, supplies and materials required to perform a complete inspection, testing, maintenance and repair service of the systems in accordance with the frequency and procedures outlined in the most current edition of the Applicable publications below: APPLICABLE PUBLICATIONS: The publications listed below form a part of this specification to the extent referenced. The publications are referred to by the basic designation only. The most current edition of these standards shall be applicable. National Fire Protection Association (NFPA): NFPA 13 Installation of Sprinkler Systems NFPA 14 Installation of Standpipe and Hose Systems NFPA 17A Wet Chemical Extinguishing System NFPA 20 Installation of Centrifugal Fire Pumps NFPA 25 Water Based Fire Protection Systems NFPA 70 National Electric Code NFPA 72 National Fire Alarm Code NFPA 80 Fire Doors and Other Opening Protectives (Fire Dampers) NFPA 90A Installation of Air Conditioning and Ventilation Systems NFPA 96 Ventilation Control and Fire Protection of Commercial Cooking Operations NFPA 101 Life Safety Code NFPA 105 Smoke Doors and Other Opening Protectives (Smoke Dampers) NFPA 291 Fire Hydrant Flow Testing and Marking NFPA 2001 Clean Agent Fire Extinguishing Systems Factory Mutual Approved Guide (FM) Underwriters Laboratories, Inc. (UL) Fire Protection Equipment Directory The Joint Commission (TJC) Environment of Care Manual The two primary fire systems are: Fire Suppression System Services to include but are not limited to the performance of inspection and preventive maintenance or repair services of all mechanical devices including valves, couplings, piping and connections, standpipes, backflow preventers, test headers and fire doors. Preventive maintenance includes but is not limited to: lubricating control valve stems; adjusting packing glands on valves and pumps; bleeding moisture and condensation from air compressors, air lines, and dry pipe system auxiliary drains; and cleaning strainers. Frequency of maintenance is indicated in the appropriate chapter of NFPA 25. Corrective maintenance includes, but is not limited to replacing corroded, or painted sprinklers; correcting obstructions to sprinkler spray patterns; repairing pipe leaks; replacing missing or loose pipe hangers; cleaning clogged fire pump impellers; and replacing valve seats and gaskets. Emergency maintenance includes, but is not limited to, repairs due to piping failures caused by freezing or impact damage, and replacement of frozen or fused sprinklers. The contractor shall not be responsible for upgrades that are required by code due to a change in occupancy, relocation of partitions, or types of materials stored by the building occupants. The Contractor shall perform a full initial inspection and test of each device on the fire alarm system in accordance with the most recent edition of NFPA 72, National Fire Alarm Code. Testing Frequencies from NFPA 72 shall be used. Testing Methods from NFPA 72 shall be used. Duties will be to inspect and test all associated with, to comply with annual and 4-year requirements. Services include but are not limited to the performance inspection, testing, of a variety of fire alarm and notification systems, equipment and components such as manual alarm devices, smoke and heat detectors, remote and graphic annunciators, main fire alarm panel and components, speakers and horns and other audible and visual devices, voice alarm system, wiring circuits and junctions, all other alarm, detection and control and ancillary devices, door holders, fire door assemblies, elevator recalls, duct detectors, smoke and fire dampers, and emergency power operations. Services to include preventive maintenance and repair of said items. Contractor must be able to make repairs to the proprietary fire alarm system at time of inspection including any programming changes. The Contractor shall provide a telephone number where they can be reached for emergency calls 24-hours per day, seven days per week. The Contractor shall have 2 hours to respond once notified of any issue(s) regarding the fire alarm system.
