- I.� Introduction: This announcement is a Sources Sought Notice (market survey) in accordance with FAR 10.001 and in anticipation of a future procurement. The United States Coast Guard (USCG) Surface Forces Logistics Center (SFLC) is seeking responses from industry to determine capability and interest in performing the �Fiscal Year 2023 (FY23) for the Icebreaker Coast Guard Cutter (CGC) HEALY Dry-Dock Availability (FY23 USCGC HEALY DD). The USCG is interested in determining both small business capability and interest and overall capability and interest. NAICS Code for this requirement: 336611 � Ship Building and Repairing FSC Code for this requirement:� J999 � Non-Nuclear Ship Repair (West) Size Standard: 1,250 Employees This Availability is expected to be solicited on a coast-wide basis on both East and West Coasts and result in one (1) Indefinite Delivery, Requirements (IDR) contract covering an ordering period of 01 Oct 2022 to 30 Sep 2023 with subsequent firm-fixed price task orders. The first task order period of performance is anticipated to be from 01 Dec 2022 to 02 Apr 2023 and is anticipated to be awarded concurrently at time of IDR award. The anticipated Request for Proposal (RFP) release date for the CGC HEALY DD Availability is on or around February 2022.� Planned availability and RFP dates are subject to change. In addition, no cost or pricing data is required in the vendor�s response to this Sources Sought Notice. All responsible sources may submit a capability statement, which will be considered by the agency. However, for informational purposes only, the USCG would like to notify interested vendors that the anticipated procurement�s solicitation and resulting contract�s total evaluated price will include foreseeable costs for DD locations beyond 50 miles from the HEALY�s homeport location, such as crew lodging/messing, travel, and operational costs associated with the ship�s movement to/from cutter�s homeport and the DD location. As explained in further detail below, in the background information, the USCG has provided an outline of some of the anticipated work to be completed under the Availability as an attachment to the Sources Sought Notice (see ATTACHMENT 1). II.� Requirement Background: The performance dates for the FY23 CGC HEALY DD are 01 December 2022 to 02 April 2023. The CGC HEALY is homeported in Seattle, WA at 1519 Alaskan Way S., Seattle, WA 98134. The CGC HEALY, the USCG�s largest vessel, is 420 feet long, 82 feet wide, drafts 31 feet (at full load), and weighs 16,660 long tons (at full load).� Attachment 2 to this Sources Sought Notice provides a draft work specification package of the anticipated work for the FY23 CGC HEALY DD. Additionally, the CGC HEALY DD requirements are expected to include the following critical work items: Independent NACE Inspector (Level 3), Provide Hull Plating (U/W Body & Freeboard), Ultrasonic Testing Hull Plating (U/W Body), Inspect U/W Body, Preserve �100%� Hull Plating Freeboard, Preserve �100%� Tanks (Ballast), Clean and Inspect Tanks (Ballast), Preserve �100%� Transducer Well Deck, Preserve Voids (Non-Accessible), Leak Test Propulsion Shafts, Alignment Check Propulsion Shaft Bearings (External), Check Clearances Propulsion Shaft Seals (Inflatable), Clean and Inspect Propulsion Shaft Bulkhead Seals, Annual Maintenance Fuel Oil Purifier (FOP) Overhaul Lube Oil Purifier (LOP) Overhaul Fathometer Transducer, General Maintenance Recapitalize SRD-500/600 Doppler Speed Log System Multibeam EM-124, Replace Boiler, Annual Maintenance Rudders, Remove, Inspect and Reinstall Anchor Chain(s) and Ground Tackle, Inspect and Repair Impressed Current Cathodic Protection System Anodes and Reference Cells, Inspection and Anode Renewal A-Frames, Annual Inspection Port & Starboard Miranda Davit, Annual Inspect and Repair 04 Deck Crane (Port) TB 100-55, Annual Inspect and Test 04 Deck Crane (Starboard) TB 100-55, Annual Inspect and Test Aft Crane (Port), Annual Inspect and Repair Aft Crane (Starboard), Inspect and Test Bow Crane, Annual Inspect and Test Oceanographic Winch, Inspect and Test Trawl / Core Winch, Inspect and Test Drydock Service, Temporary Fuel Off-Load Drydock Temporary Services, Provide - Cutter Sea Trial Performance, Support, Provide Flex Hose Assemblies, Renew Damage Control and Firefighting Systems, PMS Internal Hoists, Level 1 Inspect and Test Automatic Main Seawater Strainer, Renew Hull Penetration Renewal Valves, Overhaul or Renew Sea Strainer, Duplex, Overhaul Note it is expected that during performance of the DD there will be routine work completed on the Propulsion Control System, and the Main Diesel Engines by the Original Equipment Manufacturer (OEM). This work may require a designated laydown area at the dry dock facility, and will require regular coordination with the USCG and the OEM to avoid overlap in work and other issues that may arise.
