Description
N0016422SNB80- REQUEST FOR INFORMATION (RFI)/SOURCES SOUGHT MULTI-AGENT RADIO FREQUENCY PATH SIMULATOR EQUIPMENT FOR TESTING - PSC 6625 - NAICS 334220 Issue Date: 14 Oct 21 - Closing Date: 22 Oct 21 2:00PM Eastern The Government is issuing this RFI/sources sought announcement as part of market research for the Multi-Agent Radio Frequency Path Simulator (MARPS) for laboratory test system. The Government has a requirement for the procurement of product improvements for the Multi-Agent Radio Frequency Path Simulator (MARPS) laboratory test system located at NSWC Crane, Crane, IN, Building 3330N. The laboratory test system requires new equipment for an upgraded MARPS with an interface to the Wireless Infrastructure Test System (WiTS), as well as repair parts for existing MARPS systems. The Government plans to award a sole source contract to Planar Monolithics Industries, Inc. (PMI) 7311 Grove Rd. Frederick, MD 21704. This effort will be conducted on a sole source basis in accordance with the statutory authority 10 U.S.C. 2304(c)(1) as implemented by FAR 6.302-1. The basis for restricting competition is the lack of sufficient technical data, duplicative cost to the Government that is not expected to be recovered through competition, and the unacceptable delays in fulfilling the agency requirement through any other source. The Government is seeking information from companies mitigating the sole source basis listed above. The Government is seeking companies with the capabilities and facilities to provide MARPS equipment and laboratory test system for an upgraded MARPS that will interface to the WiTS. Please complete attached market questionnaire with part and nomenclatures necessary to meet this requirement. Responses should include software documentation, technology readiness level of any products, technical data sheets, historical evidence of MARPS equipment production, and budgetary cost estimates. All interested parties are encouraged to submit company and product literature, a white paper no longer than 3 pages, and other pertinent information or descriptions in order to mitigate the reason why the Government should not procure this effort on a sole source basis as stated above, and /or identify other Government contracts with similar efforts for the Government(s) consideration. Responses to the Market Questionnaire shall include the following: Submitters Name Street Address, City, State, Zip Code Business Size Point of Contact (POC) POC Telephone Announcement Number: N0016422SNB80 Any changes or updates to this announcement can be found at the Government Point of Entry BetaSAM. Individual notifications will not be sent to respondents. It is the respondents responsibility to monitor and respond accordingly to Government announcements. At the current time, NO FUNDING IS AVAILABLE for contractual efforts. This RFI/sources sought does not constitute an Invitation for Bids (IFB), a Request for Quote (RFQ), or a Request for Proposal (RFP) and it should not be construed as a commitment of any kind by the government to issue a formal solicitation or ultimately award a contract. The US Government is in no way liable to pay for or reimburse any companies or entities that respond to this announcement. Any costs incurred by interested companies in response to this announcement will NOT be reimbursed. Information shall be submitted to NSWC Crane Contracting POC, Joe Stratton. Email: bryan.stratton@navy.mil. It is preferred that information be submitted electronically to bryan.stratton@navy.mil. Reference N0016422SNB80 in the subject line of emails. Any questions related to the process for submission of information shall be submitted to the NSWC Crane Contracting POC by 2:00 PM Eastern Time 22 OCT 2021. Submissions in response to this RFI shall be submitted to the NSWC Crane Contracting POC by 2:00 PM Eastern Time 22 OCT 2021. Responses received after 22 OCT 2021 may not be considered in the Governments market research. If any part of the submittal is classified, please contact the POC for appropriate submission information. All information marked as proprietary information will be safeguarded to prevent disclosures to non-government personnel and entities. Your interest in the response is appreciated. Reference announcement number N0016422SNB80 in all correspondence and communications.
