- NOTICE OF INTENT TO AWARD SOLE SOURCE Project Title: Special Diabetes Program for Indians Technical Assistance - Alaska Area Announcement #: 75H70421Q00036 This notice is for informational purposes only and is not a request for proposal/quotation. The Government hereby submits a notice of intent to award sole source contract to Alaska Native Tribal Health Consortium. This is a non-personnel services contract for skilled professionals with in-depth knowledge in the areas of surveillance, technical assistance, education and training, and to assist with building partnerships through Area-wide outreach activities in the Alaska Area to allow for the expansion of resources and services to Tribal diabetes programs. The Alaska Area has one of the most comprehensive diabetes surveillance and data support systems in American Indian and Alaska Native health care systems. The registry is maintained by the ANTHC Diabetes Program, and has been recognized internationally as a population-based comprehensive registry. Started in 1985, the ANTHC diabetes registry provides on-going statewide tracking of diabetes prevalence among Alaska Native and American Indian People living in Alaska. The statewide diabetes registry tracks diabetes and complications related to diabetes, mainly lower extremity amputations and end stage renal disease. Registry and audit reports are developed in conjunction with SDPI coordinators and regional tribal diabetes partners to aid in regional diabetes program planning and community-based patient care. ANTHC is tasked with providing specialty services to our more rural tribal partners. Rural communities can have difficulties with hiring and retaining medical staff including foot care specialists, dietitians and community educators. Since 2001, the ANTHC Diabetes Program has employed a dietitian/community educator and partnered with podiatry and physical therapy departments to respond to the demands for foot care services from rural communities and SDPI grantees. The period of performance is one (1) 12-month base period with four (4) 12-month option periods. This sole source contracting action is being pursued under the authority of FAR 6.302-1. This notice is for informational purposes only and is not a request for proposal/quotation. Responses to this notice must demonstrate clear and convincing evidence that competition would be advantageous to the Government, would not be cost or time prohibitive, and would not hinder the mission objective of the Indian Health Service.
