- PRE-SOLICITATION NOTICE for Environmental Regulatory Consulting Services (State of Alaska) This notice is posted in accordance with FAR 5.2 and 19.202-2. This is an advanced pre-solicitation notice to provide information to the industry and stimulate interest. This is not a request for proposals. This notice does not constitute a solicitation and shall not be construed as a commitment by the government. Responses in any form are not offers and the government is under no obligation to award a contract as a result of this announcement. The U.S. Coast Guard (USCG) Environmental Management Branch of the Civil Engineering Unit � Juneau, Alaska has determined the need to procure an Indefinite Delivery Indefinite Quantity (IDIQ), Regional Environmental Regulatory Services contract to perform environmental consulting services throughout the State of Alaska. The environmental consulting services will support the USCG�s shore infrastructure, real property and USCG environmental guidance and compliance obligations. These services will help guide four key USCG environmental programs: �Restoration and Liabilities, Environmental Compliance and Construction Support, Environmental Planning, Sustainability and Training. The scope of services cover a wide range of activities and will be required at a variety of facilities, buildings, and structures both onshore and offshore (e.g., bases, small boat stations, light stations, aids-to-navigation facilities, communications facilities). The services are often performed in remote areas of Alaska. Major work items include but are not limited to ��� Site remediation including containment, removal, treatment, transportation, and disposal of contaminated soils, sediment, groundwater, surface water, and drinking water. The full spectrum of contaminants and hazardous substances may be encountered. ��� Rapid response actions to assist with characterization, transportation and disposal of contaminated media ��� Environmental multi-media investigations, assessments, surveys, sampling, and modeling in order to provide remedial approach and technique recommendations. ��� Hazardous waste management, waste characterization, transportation and disposal ��� Conduct human health and ecological risk assessments as applied to risk-based cleanup and closure requirements. ��� Engineering analysis and recommendations for remedial design, alternatives, estimated costs, and process optimization. ��� Update USCG environmental guides and facility environmental plans, such as Storm Water Pollution Prevention Plans, Spill Prevention, Control, and Countermeasure Plans, Integrated Contingency Plans, and Facility Response Plans. ��� Provide permitting, technical, and regulatory support. Provision applicable professional certifications associated with permit requirements (e.g., air, water, waste water, storm water, and solid/hazardous waste). ��� Monitor implementation of environmental commitments, mitigation and permit obligations ��� Assess and manage cultural and tribal resources required under Section 106 or 110 of the National Register of Historic Places (NHPA) and consult with State Historic Preservation Officer (SHPO). ��� Support cultural and tribal agency consultations. ��� Develop environmental training curricula and guidance documents, newsletters, and fact sheets. This procurement is anticipated to be set aside for 8(a) business development program participants. The government will verify 8(a) program participant eligibility prior to any award. � A single award IDIQ contract with a 5 year ordering period is anticipated. The contract ceiling value over the 5 year period is not expected to exceed $9,500,000. The contract awardee under this procurement shall provide all necessary services, personnel, facilities, equipment, material, supplies, transportation, licensed professionals, supervision, mobilization, and other services for multiple and concurrent task orders within the State of Alaska. The awardee shall ensure that all services performed by its personnel, subcontractors and suppliers are executed as required in compliance with all applicable environmental and safety laws and regulations and shall meet all relevant, appropriate, and applicable standards. Specific service requirements will be detailed in each task order. The government anticipates release of the solicitation in the next 60 days with a period of performance estimated to start in March 2022.� THIS PRE-SOLICITATION NOTICE IS FOR THE PURPOSE OF INFORMING INDUSTRY OF OUR INTENTION TO POST A SOLICITATION WITHIN THE NEXT TWO MONTHS. THIS NOTICE IS NOT AN INVITATION FOR BIDS OR REQUEST FOR PROPOSAL. BIDS OR PROPOSALS RECEIVED AS A RESULT OF THIS PRE-SOLICITATION NOTICE WILL NOT BE ACCEPTED OR EVALUATED. THE GOVERNMENT RESERVES THE RIGHT TO CANCEL THE SOLICITATION EITHER BEFORE OR AFTER THE CLOSING DATE. NO REIMBURSEMENT WILL BE MADE FOR ANY COSTS ASSOCIATED WITH THIS PRE-SOLICITATION NOTICE.
