EDITED 10/6/2021: The Government anticipates release of the final RFP is likely to occur in early FY22.� NOTE: As we are now in FY22, the final JE-CLaSS II RFP number will change from W911SR-21-R-JECL to W911SR-22-R-JECL for the final RFP posting. EDITED 9/16/2021:� NOTE: Draft attachments have been deactivated.� Updated attachments will be reissued in future postings. EDITED 9/15/2021:� **This synopsis is issued to satisfy the public posting requirements of FAR Subpart 5.2.** PRE-SOLICITATION SYNOPSIS NOTICE: �The Army Contracting Command Aberdeen Proving Ground (ACC-APG), Edgewood Contracting Division (ECD), located at 8456 Brigade Street (Building E4215), APG, MD 21010-5401, on behalf of the Joint Program Executive Office for Chemical, Biological, Radiological, and Nuclear Defense (JPEO-CBRND), anticipates issuing a Request for Proposal (RFP) in support of the Joint Enterprise- Contracted Logistics and Services Support II (JE-CLaSS II) program.� The Government anticipates JE-CLaSS II will be a Multiple-Award Indefinite Quantity/Indefinite Delivery (MA-IDIQ) Contract. JE-CLaSS II will be a successor MA-IDIQ contract to JE-CLaSS, which was awarded in January 2016. �It will be designed to provide key and essential Performance-Based Logistics (PBL) and sustainment services for the JPEO-CBRND and CBRND Enterprise mission systems and equipment, to include non-commercial, Commercial-Off-the Shelf (COTS), and modified COTS systems and equipment.� JE-CLaSS II will require contractors to provide operational readiness capability and cover all logistics and sustainment needs for the CBRND mission systems and equipment by either commodity or military unit under a single task order (TO) when appropriate.� Additionally, JE-CLaSS II will fulfill requirements for CBRND acquisition logistics services, holistic training, and depot maintenance.� It is anticipated that the majority of task order will be issued under Cost Reimbursement type contracting approaches, however, the IDIQ will allow for other contract types at the task order level to include Firm Fixed Price. The base IDIQ awards will be separated into two (2) Domains.� Domain 1 (full and open competition) will be for Performance Based Logistics (PBL), Contractor Logistics Support (CLS), training execution, and sustainment services.� Domain 2 (Small Business Set Aside) will be for Acquisition Logistics Services, supportability and sustainability support, training strategy development and planning. �All task order efforts accommodating the nature of the JE-CLaSS II activities will be tailored with Performance Work Statements (PWSs) at the Task Order level. �The maximum total contract value (ceiling) of all JE-CLaSS II task orders to be issued under the JE-CLaSS II IDIQ contracts is $906.57M. � The ordering period is anticipated to be one four (4) year base and one four (4) year Option ordering period.� Performance of any task order must be completed within three (3) years of the expiration of the Option ordering period (if exercised). �The submission requirements and evaluation criteria will be defined in the solicitation. �More information about source selection will be listed under Section L and Section M of the solicitation. ACC-APG ECD anticipates issuing RFP W911SR-21-R-JECL in 2022, Quarter 1, of the Government fiscal year. �The U.S. Government anticipates award of multiple JE-CLaSS II IDIQ contracts as a result of this solicitation. �The Government will award IDIQ contracts to all Qualifying Offerors. �Individual JE-CLaSS II task orders will be competed among and awarded to JE-CLaSS II IDIQ contract holders within the appropriate Domain as applicable (Domain 1 or Domain 2). �The proposal due date will be indicated in the solicitation. �No industry day will occur. �Hard copies will not be available and written or fax requests will not be accepted. �The official media of distribution for this RFP is the web. �Contractors may download the solicitation and any amendments via the DOD System for Award Management (SAM) web site at http://www.sam.gov, on or after the issue date. �It is the offeror's responsibility to monitor the SAM web site for any amendments. �Interested firms must register at SAM in order to access the solicitation. The Domain 1 North American Industry Classification System (NAICS) code is 811219 �MAINT/REPAIR/REUILD OF EQUIPMENT-ELECTRICAL AND ELECTRONIC EQUIPMENT COMPONENTS� with size standard of $22M. �The Domain 2 North American Industry Classification System (NAICS) code is 541330 �ENGINEERING SERVICES� with size standard of $16.5M.� The offeror is required to register with SAM at http://www.sam.gov as required by FAR 52.204-7. �No contract award shall be made to any contractor that is not registered or in the process of registering in SAM.� NOTE: For the purposes of public notices, 811219 will be utilized as the �primary� NAICS code where only one entry is allowed. This PRE-SOLICITATION SYNOPSIS NOTICE is for information and planning purposes only and does not constitute a formal RFP. �Following the release of an official solicitation, responsible sources may submit a proposal which will be considered by the Government. �This PRESOLICIATION SYNOPSIS NOTICE is not to be construed as a commitment by the Government. �This is not a solicitation and does not obligate the Government to issue a solicitation, nor will the Government be liable for any costs involved in submission of information in response to this notice. �Release of an official solicitation is anticipated in 2022, Quarter 1, of the Government fiscal year. �No final documents shall be made available prior to solicitation issuance.
