Description
NASA/GSFC has a requirement for CASSIE Engineering Analysis Tool software licenses. The licenses shall provide for use of a software tool that is a compact telemetry engine and user interface that will be embedded in The Space Weather Follow On (SWFO) Ground Segment Contractor�s Command and Control Mission Management system for SWFO telemetry analysis and trending. Under the authority of FAR 6.302-1, there is only one responsible source and no other supplies or services will satisfy agency requirements. NASA/GSFC intends to procure these services from Astrofrontiers, Inc. The CASSIE Engineering Analysis Tool is a commercial engineering analysis software tool that is used to retrieve, manipulate, and analyze satellite telemetry for the SWFO Program.� The SWFO Ground Segment is embedded in the GOES-R enclave which utilizes this software. A software license is needed for this existing software to support the SWFO spacecraft (one license is required per spacecraft), and the license is only available from the original software vendor, Astrofrontiers, Inc.� If another vendor were to be used to fulfill the requirement by providing a similar tool, it would result in substantial duplication of effort with unrecoverable costs to the Government for multiple programs, specifically SWFO and GOES-R.� This would also create unacceptable delays in fulfilling the requirement for an operational engineering analysis tool before the launch of the SWFO spacecraft with unknown additional impacts to the GOES-R Program, as well as an undue burden on operations personnel having to utilize multiple engineering analysis tools. The Government intends to acquire a commercial item using FAR Part 12. Interested organizations may submit their capabilities and qualifications to perform the effort electronically via email to Kristal Kerr at kristal.kerr@nasa.gov no later than 3:00 pm on 11/01/2021.� Such capabilities/qualifications will be evaluated solely for the purpose of determining whether or not to conduct this acquisition on a competitive basis.� A determination by the Government not to compete this acquisition on a full and open competition basis, based upon responses to this notice, is solely within the discretion of the Government.
