Description
Request for Information ePrescribe Outbound Solution VA-22-00011204 Introduction The Veterans Health Administration (VHA) authorizes Veterans to utilize external community pharmacies to fulfill prescriptions. Currently, this is managed using manual, paper-driven interactions between VHA and those pharmacies. As more states mandate the adoption of electronic prescriptions, VHA needs the ability to electronically prescribe medication for Veterans to community pharmacies of the Veteran s choice, and to exchange prescription management communications with the community pharmacies. Due to timelines associated with state mandates, VHA needs the ability to: Electronically prescribe medication for Veterans to community pharmacies of the Veteran s choice, Receive and send communications with the community pharmacies and Maintain details of the prescription fulfillment process in the Veteran's health record. While the implementation of the Cerner Electronic Health Record (EHR) solution that VA is currently undertaking includes ePrescribe capability, the purpose of this Request for Information (RFI) is to determine the availability and feasibility, as well as potential cost, of implementing a Commercial Off the Shelf (COTS) interim solution to provide outbound ePrescribing capability through at least 2028, the subsequent Cerner solution, and potentially longer if Cerner implementation is delayed. VA is in the preliminary stages of identifying and refining requirements for this potential interim solution; as such, the Draft Performance Work Statement provided with this RFI may change significantly if VA moves forward with a formal solicitation for this effort. This RFI is for planning purposes only and shall not be considered an Invitation for Bid, Request for Task Execution Plan, Request for Quotation, or a Request for Proposal. Additionally, there is no obligation on the part of the Government to acquire any products or services described in this RFI. Your response to this RFI will be treated only as information for the Government to consider. You will not be entitled to payment for direct or indirect costs that you incur in responding to this RFI. This request does not constitute a solicitation for proposals or the authority to enter into negotiations to award a contract. No funds have been authorized, appropriated, or received for this effort. Interested parties are responsible for adequately marking proprietary, restricted or competition sensitive information contained in their response. The Government does not intend to pay for the information submitted in response to this RFI. The North American Industry Classification System (NAICS) for this requirement is 541512 with a size standard of $30 million. 2. Submittal Information: All responsible sources may submit a response in accordance with the below information. There is a page limitation for this RFI of 10 pages. The Government will not review any other information or attachments included, that are in excess of the page10-page limit. NO MARKETING MATERIALS ARE ALLOWED AS PART OF THIS RFI. Generic capability statements will not be accepted or reviewed. Your response must address capabilities specific to the services required in the attached PWS and must include the following: Interested Vendors shall at a minimum, provide the following information in the initial paragraph of the submission: Name of Company Address Point of Contact Phone Number Fax Number Email address Company Business Size and Status For VOSB and SDVOSBs, proof of verification in VIP. NAICS code(s) Socioeconomic data Data Universal Numbering System (DUNS) Number Existing Contractual Vehicles (GWAC, FSS, or MAC) Provide a summary of your capability to meet the requirements contained within the draft PWS for the following areas: Provide a summary of your technical capability to meet the PWS requirements. Technical Reference Model (TRM)/Similar VA Solution Does your Commercial-Off-The-Shelf (COTS) solution currently exist within VA? If so, where? Does it have TRM approval? What does the CONOPS and architecture of this existing solution within VA look like? How would it be similar and different to the Outbound ePrescribe PWS? Integration / Dependencies - Is your COTS solution integrated within Community Care or Veterans Health Information Systems and Technology Architecture (VistA) already? Is the integration at the backend data-level and seamlessly added to the VA patient record? No separate front-end browser-based GUI? Is this COTS solution used by the entire enterprise or a subset such as a region or individual VA Medical Center (VAMC)? Please note that this entire solution s pilot including integration - needs to reach initial operating capability within six months. Data Exchange/Communication - Does your COTS solution leverage a clearinghouse to connect to providers and pharmacies? How many such connections exist in your database? Or do you take an alternative approach? Describe the bi-lateral communication between the VA patient record and the clearinghouse (or alternative). Security - For your proposed solution, what is its FedRAMP certification status? Is it being pursued/completed and if so at what level (high, medium, low)? Pricing What options exist for licensing structures? What is the enterprise-wide price? Is flat rate an option or must it be per seat, transaction/prescription, per server, etc.? VA intends to pursue a phased rollout approach in parallel with Cerner what licensing structure will be most economical for VA? Are tiered quantity discounts an option? Corporate experience or expertise in performing these services and specific examples or references. Specific examples or references provided must include the agency, point of contact, dollar value, and contract number. Has the draft PWS provided sufficient detail to describe the technical requirements that encompass the software development and production operations support services to be performed under this effort. ______ YES _______ NO (if No, answer question f) If NO , please provide your technical comments/recommendations on elements of the draft PWS that may contribute to a more accurate proposal submission and efficient, cost effective effort.
