Description

THIS IS A SPECIAL NOTICE, NOT A SOLICITATION� This RESTRICTED ACQUISITON is a set aside 100% for a Women-Owned Small Business. The North American Industry Classification Code (NAICS) for this requirement is 237310 High, Street, and Bridge Construction with a size standard of $39.5M. In accordance with FAR Part 4.1102 and DFARS 204.1103, Procedures, System for Award Management (SAM), contractor must be registered in SAM prior to award.� Offerors may obtain information on registration at https://www.sam.gov. This is a requirement to provide friction repair and improve drainage within and around the west runway on Joint Base San Antonio (JBSA)-Randolph airfield. General Scope of Work:� The Contractor shall diamond grind both concrete ends and across the 150 LF width of the west runway to increase friction values measured by continuous friction measuring equipment to a value that meets or exceeds 45 during a 40 miles per hour test as set by Table 3-A, FAA Advisory Circular 150/5320-12C.� The contractor shall provide all engineering, drafting, plant, supervision, labor, material, equipment, incidentals, and transportation necessary to perform 100% of the construction and completion of the project.� This project is located on Joint Base San Antonio (JBSA)-Randolph, Texas (TX) 78150. The 502d Contracting Squadron, JBSA-Randolph, TX intends to award a contract with a 120 calendar day period of performance. Site Visit/Investigation:� A site visit will be conducted on Saturday, 23 October 2021, at 9:00 AM Central Time (CT). All individuals attending this event shall meet at (Bldg. 8) 1350 5th Street East, JBSA-Randolph, TX 78150. Requests to access the base must be submitted no later than (NLT) Thursday, 21 Ocdtober 2021, at 1:00 PM CT. JBSA-Randolph is not an open basae and you� must have a valid ID to enter. Anyone who does not have the necessary identification to enter the base must fill out a Base Access Request Form (Attachment 5) and send via-email to, both, the Contract Specialist (CS) and Contracting Officer (CO).� It is your responsibility to confirm that the base access request has been received by 502 CONS. See meeting location map (Attachment 6) for directions. If you have problems opening the attached base access request form, please send an email to both, the Contract Specialist and the Contracting Officer no later than�20 October 2021, at 4:00 PM Central Time�(CT)�to request a copy to be sent via email. The estimated magnitude of the entire contract is between $1,000.000 and $5,000,000. Note: The above description of work is for the purpose of general information only and is not intended to include and describe every feature or item of work or to define the scope of work.� THIS IS A PRESOLICITATION SYNOPSIS NOT A REQUEST FOR PROPOSAL. Any subsequent RFP will be made available electronically via Beta SAM.gov website (https://sam.gov) on or about 19 October 2021.� Offerors are responsible for routinely checking the Beta SAM.gov website for any possible solicitation amendments that may be issued. This notice does not commit the Government to award a contract. No collect calls or facsimile transmissions will be accepted. The contract will be completed based on the ability of funds at time of award. Any costs incurred as a result of a response to this announcement shall be borne by the firm and will not be charged to the Government for reimbursement.
