************************** Update: 10/18/2021: In response to questions from industry relative to small business team composition and applicability of TS-FCL requirements the Department of Commerce (DOC) is providing general information below, subject to further clarification after solicitation release. General Question: What types of Teaming Arrangements will be acceptable? Pre-solicitation Response: All types of federally authorized teaming arrangements will be acceptable provided small business size status requirements are met. �In this regard, DOC anticipates that the solicitation when issued will require the small business offeror to submit a copy of its active registration in the System for Award Management (SAM) verifying its status as either a small business prime, small business Joint Venture (JV), All Small prot�g�, or other authorized small business entity, to include possession of a DUNS specific to the small business entity submitting the offer.� NOTE: The extent to which subcontracting agreements are exclusive or non-exclusive is a business matter between the prime and subcontractor and DOC does not anticipate implementing subcontracting restrictions at this juncture. General Question: Within an offeror�s Teaming Arrangement(s), to which business entities does the TS-FCL requirement apply to? Pre-solicitation Response: �For a small business prime offer with a subcontractor(s) only the prime offeror must hold an active TS-FCL. The subcontractor(s) must hold an active TS-FCL only if providing cleared personnel. �For a small business JV only one small business partner must possess an active TS-FCL.� Other partners to the JV must hold an active TS-FCL only if they are providing cleared personnel.� For an All Small Mentor Prot�g� either the mentor or the prot�g� must possess an active TS-FCL.� NOTE: After award small business primes and small business JV partners holding the TS-FCL will be eligible to sponsor their subcontractor(s) or other JV partners for a facility clearance to enable those other team members to provide cleared personnel after award. ************************** UPDATE: 10/13/2021:�Thank you to everyone for your patience while we continue to refine our requirement.� We are working to finalize our revisions and believe that the final solicitation will address questions and comments submitted by you. We anticipate releasing the final solicitation or providing further updates by November 1, 2021. We appreciate your continued interest and understanding. Thank you! **************************************************************************************************************************************************** UPDATE: 9/10/2021:�Thank you to everyone for your continued interest in the CATTS acquisition. �Due to the valuable input received from industry we are still considering opportunities for potential revisions to the requirement and solicitation package.� Additionally, the focus on closeout for Fiscal Year 2021 has resulted in rescheduling of the projected solicitation release date.� At this time, we anticipate releasing the solicitation or providing further updates by October 12, 2021.� We appreciate your understanding and patience and believe the extended schedule for issuance of the solicitation will result in a better defined requirement.� Thank you! ***************************************************************************************************************************************************** **Update 8/30/2021:�We thank everyone again for their input during the draft Q&A. We are still reviewing the questions and comments and making updates as necessary to our solicitation package. As we want to make sure we have thoroughly reviewed your input we do not anticipate releasing a RFP until Monday, September 13, 2021. Thank you for your patience while we go through this process.** *** Update 8/23/2021:�Thank you to everyone who participated in the CATTS Industry Days and who provided questions and comments on the draft solicitation. �We are currently reviewing all the questions and comments submitted and further refining the solicitation in response. �To ensure Industry Day feedback is fully accounted for we are updating the anticipated solicitation release date from Monday, August 23, 2021 to Friday, August 27, 2021.� Also, as a reminder, while an itemized list of responses to questions and comments on the draft solicitation will not be posted, offerors will have an opportunity to submit questions on the final solicitation once released and we anticipate providing itemized responses to such questions at that time.� For a list of attendees at Industry Day, participants are encouraged to review the MS Teams invite where the list of attendees is accessible.*** *****Update 8/16/2021 Please see below link to the recording from the August 12, 2021 Industry Day. This notice is to invite industry participation at this event to include minority owned small businesses with an interest in participating in the planned acquisition as primes or subcontractors. The Office of Enterprise Services � Acquisition, in conjunction with Office of the Chief Information Officer, will host the industry day to brief the upcoming COMMERCE ACQUISITION FOR TRANSFORMATIONAL TECHNOLOGY SERVICES (CATTS) requirement, which is identified in the DOC Procurement Forecast as the �Department of Commerce Enterprise-wide IT Support Services� requirement (ID# 67002). �The purpose of this event will be for the Government to present information regarding its vision, procurement strategy and timeline for the forthcoming acquisition and to obtain industry feedback prior to final solicitation release. An agenda and Industry Day registration instructions as well as draft solicitation documentation is anticipated to be released by August 6 in advance of the event.
