- See Attachments for the complete detail This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in�subpart�12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotes are being requested and a written solicitation will not be issued. This solicitation is issued as a Request for Quotation (RFQ) and it incorporates the provisions and clauses in effect through the Federal Acquisition Circular (FAC) 2021-05, effective as of 10 March 2021. Announcement Number:95332421Q0059 Title: DCO Land and Agricultural Economy (LAE) Associate Director (AD) Full-Time PSC Position Information: Full-Time Personal Services Contractor (PSC) One (1) one-year (2,087 hours per year), renewable for up to 4 years at the sole discretion of the Government. Pay Band: 3B $100,000 - $165,900 ($47.92 - $79.49 per hour) https://www.mcc.gov/careers/pay-bands The PSC may receive a pay supplement of 15% of the employee�s direct labor cost in lieu of fringe benefits. Position Security Level: Noncritical-Sensitive/Moderate Risk (T3) Who May Be Considered: US Citizens Place of Performance: Principal place of performance in Washington, DC, USA and/or PSC's home of record. Type of Contract: Time-and-material (T&M) with One (1) One-Year Base Period and Four (4) One-Year Option Periods. Multiple awards may result from this solicitation. Amendment 0001: The purpose of this Amendment 0001 is as follows: 1. Extend the Closing Date for Questions to 05:00PM Eastern Time, Oct 15, 2021. 2. Extend the RFQ submission deadline to 5:00pm Eastern Time, October 31, 2021. 3. Move the French Requirement from Required Qualification to Desired Qualifications. All other terms and conditions remain unchanged. Amendment 0002: The purpose of Amendment 0002 is to answer the questions submitted by an interested offeror. 1. Is ""System for Award Management"" SAM-registration required as part of the application process, or only a required step to take at a later time, if/once hired/accepted? Answer: Active SAM-Registration is a key requirement for the position. Per section 12a of the announcement: �Qualified individuals must be registered in the System for Award Management (SAM) before submission, either in ""Active"" or ""Submitted"" status. The approval of your record in SAM may take weeks and the Government cannot award a contract without an ""Active"" SAM registration. Offerors without a SAM registration (neither ""Active"" nor ""Submitted"") at the close of the RFQ submission deadline may be rejected. MCC will extract pertinent representations and certifications from the offeror's SAM account. This requirement originates from FAR52.204-7(b)(1), �An Offeror is required to be registered in SAM when submitting an offer or quotation and shall continue to be registered until time of award, during performance, and through final payment of any contract, basic agreement, basic ordering agreement, or blanket purchasing agreement resulting from this solicitation.� 2. On the Biodata form, in Section 4 - ""Contractor Proposed Salary"": I surmise the proposed salary will likely depend on details we would discuss in an interview conversation (i.e. whether and when relocation is necessary). So, on the Biodata form on Section 4: Is ""negotiable"" an acceptable response to the ""Contractor Proposed Salary"" question? Answer: Per the RFQ. Salary will be in the Pay Band: 3B $100,000 - $165,900 ($47.92 - $79.49 per hour). Offer of Salary will be made considering your matching qualifications, past experience and performance. Reimbursement for relocation does not currently exist in the announcement.� The Bio-Data Form must be fully completed including a proposed hourly rate & signed for the submission to be considered. A Bio-Data Form without a proposed hourly rate and/or signature may cause you to not be considered. The salary will not be discussed during the technical part of the evaluation/interview. Instead, based on your offer, we may engage in a negotiation depending on your relevant past experience. 3. Bio Data Form - Section 12 - ""MCA Involvement"": Would it be correct to assume that this is referring�to any currently planned (i.e. currently-contracted) MCA work, and not referring to the scope of work of the PSC description I'm currently applying for? Answer: All PSC candidates must disclose any current and past experience working directly for or with the MCA. This includes currently planned MCA work as well as those works related to the statement of work from the PSC solicitation. This is to verify if there would be any conflict of interest. All other terms and conditions remain unchanged.
