- This is a Sources Sought Notice only; it is not a request for competitive proposals.� This Sources Sought Notice is for informational purposes only to determine the interest, availability, and capability of potential qualified Contractors and to receive feedback industry feedback on specific questions. The Government will not reimburse Respondents for any cost incurred in preparation of a response to this notice. The Government intends to use responses to this Sources Sought Notice to make appropriate acquisition decisions for the requirement at hand.� All INTERESTED, CAPABLE, QUALIFIED, AND RESPONSIVE SMALL BUSINESS Contractors are invited to respond to this notice under NAICS CODE 541611, for which the small business size standard is $16.5M.��� REQUIREMENT DESCRIPTION: Norfolk District (NAO) requires Construction Management Services (CSM) to support various Military Construction (MILCON), Civil Works, Interagency, and Environmental projects throughout its Area of Responsibility (AOR). �The following are a few example projects where such support may be required: Deep Creek Bridge Replacement, Chesapeake, VA ($25M-$50M) Training Support Squadron Facility, Langley AFB, VA ($25M-$50M) Consolidated Ops/Maintenance Hanger, OMH, Langley AFB, VA ($25M-$50M) Low Observable Component Repair Facility, Langley AFB, VA ($50M-$100M) Fuel Systems Maintenance Dock, Langley AFB, VA ($10M-$25M) Main Gate Improvements, Fort Eustis, VA ($10M-$25M) Southern Expansion, Arlington National Cemetery, VA ($100M-$250M) Energetic Waste Incinerator, Radford AAP, VA ($100M-$150M) Explosives Decomposition Chamber, Holston AAP, TN ($50M-$100M) Coastal Storm Risk Management Improvements, Norfolk, VA ($1B-$2B) � The services NAO requires include but are not limited to quality assurance oversight, safety inspections, submittal reviews, delay/impact analysis, change and claims analysis, schedule analysis, specialized quality assurance testing, and other technical support. The Contractor shall provide all labor, material, and equipment necessary to complete the work described above.� All labor, travel costs and miscellaneous expenses will be negotiated on a task order basis. All travel must comply with the Joint Federal Travel Regulations. The work may be performed on one or more of the following types of projects: hazardous, toxic and radioactive waste sites (HTRW), flood control projects, building construction, building renovations, roadway repair and/or construction, tunnel repair and/or construction, improvement and/or maintenance dredging, and/or other vertical and horizontal construction projects. GENERAL INFORMATION: NAO is contemplating award of Multiple Award Task Order Contract (MATOC) �to responsible and capable Contractors. The contract contemplated is five year contract with shared capacity between $20M-40M. The Government contemplates awarding the contract to approximately 3-6 firms.� Each task order will vary in scope by expertise required and/or differing coverage areas, but in general NAO is considering the following initial CMS support projects: General CMS support for Deep Creek Bridge, and other projects within NAO�s AOR.� Need for this support is expected as early as FEB/MAR 2022 and will include typical vertical & horizontal construction expertise. � Specialized & General CMS support for projects at Radford & Holston Army Ammunition Plants.� Need for this support is expected in mid-to-late FY22 and will include typical vertical & horizontal construction expertise as well as specialized expertise related to the types of facilities at these locations. � Horizontal & General CMS support for Southern Expansion, and other projects at Arlington National Cemetery.� Need for this support is expected in early-to-mid FY23 and will include mainly horizontal construction expertise, as well as some vertical expertise. � Individual project requirements will be competed among contract holders based on price, technical capabilities and past performance negotiated at the task level. The intent of this market research is to identify potential qualified 8(a), Historically Underutilized Business Zone (HUBZone) Small Business, Service Disabled Veteran Owned Small Business (SDBVOB), Women Owned Small Business (WOSB) and Small Business firms for the proposed contract. Only interested, capable, qualified and responsive Contractors that possess the minimum capabilities (i.e. refer to descriptions above as well as submittal requirements outlined in this notice) are encouraged to reply to this Sources Sought announcement.� The Sources Sought response should demonstrate knowledge of, experience in, and ability to successfully execute. Upon review of industry response to this Sources Sought Synopsis, the Government may elect to open discussions with a select group of capable Contractors, subsequently enter negotiations with selected Contractors, with a goal to ultimately solicit and award the contract as described above.� AGAIN, THIS IS NOT A SOLICITATION BUT SOURCES SOUGHT ONLY.� All interested parties are reminded that to qualify, active certification in each socio economic group is required, as well as that at least 50% of the cost of contract performance incurred shall be expended for employees of the concern (see FAR 52.219-14 (b)(1)). �Interested parties shall demonstrate how this requirement will be met.� Contractors must be registered in the System for Award Management (SAM) at time of proposal submission. Please see www.sam.gov for additional registration information INFORMATION REQUESTED: The Government is not obligated to and will not pay for any information received as a result of this sources sought.� Information received as a result of this sources sought will become part of our market research to determine interest and capability of potential sources and may influence decisions for future contract awards. INTERESTED OFFERS SHALL ADDRESS, AT A MINIMUM, THE FOLLOWING: COMPANY PROFILE to include: full name and address of the firm, year firm was established, name of a principal (including titles, telephone, and email addresses), copy of any certifications (8(a), HUBZone, etc., provide the SBA Business Opportunity Specialist name and phone number assigned); identify the size status of your firm (small or other than small) and if small, identify any sub-categories of small business for which you qualify (i.e., WOSB, EDWOSB, SDB, VOSB, SDVOSB), and indicate if the firm is registered in the System for Award Management (SAM) database, include DUNS Number and CAGE Code; and, if a small business, provide a narrative of how your firm will comply with the limitations on subcontracting clause (FAR 52.219-14) required to be included in any small business program set-aside. RELEVANT SPECIALIZED EXPERIENCE AND TECHNICAL COMPETENCE: Indicate which of the following potential CMS projects your firm is interested�and capable to perform: General CMS for Deep Creek & NAO,� General / Specialized CMS for AAPs, Horizontal / General CMS for ANC. Include up to five (5) one-page information sheets on recent past projects that best illustrates your firm�s qualifications to perform the various services listed above. Provide the following information for each project listed:� Contract number and project title, Name of contracting activity, Contracting Officer, Administrative Contracting Officer, and/or Contracting Officer�s Representative�s name, email, and current telephone number, Contract type (e.g., cost plus, requirements, firm fixed-price, indefinite delivery/indefinite quantity, or combination), Period of performance (start and completion date), Basic contract award amount and final contract value, Summary of work performed, � OTHER INFORMATION REQUESTED: Firms may also provide a narrative describing primary business lines, geographic regions your company serves, or other information Respondents believe is relevant, not to exceed two single sided pages total.� Provide information and experience of any key personnel demonstrating the ability to provide the types services listed above, not to exceed two single sided pages per contract of interest.� Respondents may provide a brief written statement as to your ability to perform and manage two defined task orders simultaneously at various locations, such as might be required in these IDIQ type contracts, not to exceed two single sided pages total.� Offers should also provide information on any proposed joint ventures or teaming arrangements (i.e. team members, previous working relationships with proposed team members and percent of work anticipated to be subcontracted (note: any joint ventures with 8(a) members must comply with Code of Federal Regulations (CFR) Title 13, Section 124.513), not to exceed two single sided pages per contract of interest.� � Note: If using corporate experience of teaming partners, affiliates, subsidiaries, parent, or LLC/LTD member companies (name is not exactly as stated on the response to sources sought) to demonstrate corporate experience, clearly explain how the teaming partner or the affiliates/subsidiaries/parent/LLC/LTD member companies will have meaningful involvement in the performance of this contract. � Respondents shall include a brief narrative concerning how they intend to meet the requirement for at least 50% of the cost of contract performance be expended for employees of the concern (see FAR 52.219-14 (b)(1)).� Interested parties shall demonstrate how this requirement will be met.� This response shall be limited to one page total. SUBMISSION REQUIREMENTS: Information presented must be complete and sufficiently detailed to allow for a determination of the firm's qualifications to perform the defined work. Information must be on 8 by 11-inch standard paper, single spaced, 12-point font minimum, and page limitations are for single-sided pages.� The Government reserves the right to request additional information as needed, from any and all Respondents.
