- TITLE: Sources Sought for possible Supply Chain Management, Contract for GE F Series Engines (F101/F110/F118) Consumables SOLICITATION: To be advised at the time of issuance CLASSIFICATION CODE: 28 - ENGINES AND TURBINES AND COMPONENT NAICS: 336412 The purpose of this Sources Sought Notice is to conduct market research and to gauge potential interest in this anticipated support program. The Government seeks information that will be used as part of an analysis to determine if responsible sources exist to designate this effort as a competitive acquisition. The proposed North American Industry Classification Systems (NAICS) code is 336412 which has a corresponding size standard of 1000 employees. The Government will use this information to determine the best acquisition strategy for this procurement. The Government is interested in responses from all small businesses to include 8(a), Service-Disabled Veteran-Owned, HUBZone, and Women-Owned small business concerns. The Government requests that interested parties respond to this notice if applicable and identify your small business status to the identified NAICS code. This notice is for information and planning purposes only and does not constitute an RFP or commitment by the Government. Under a Performance Based contract, a contractor will carry out logistics functions for three engine platforms (F101/F110/F118). DLA Aviation at Richmond anticipates possible award, on a sole-source basis, of a contract for the acquisition of performance based supply chain management support, as follows - logistics management, which includes wholesale supply support, depot-level consumable support, material management, engineering support and sustainment elements, packaging, storage, reliability improvements, and field engineering support of engines manufactured by General Electric (GE) Aircraft Engines including the F101, F110, and F118 programs located at Oklahoma City Air Logistics Complex (OC-ALC). The key overarching objective of this acquisition is to maximize the availability of the F Series Engines by incentivizing reliability improvements, streamlining supply chain management, and improving maintenance processes and procedures. In order to meet this overarching objective, the contractor must have the ability to drive changes into the weapons system configuration and, more importantly, understand, analyze, and assess the implications-both in terms of performance and operational usage-of any potential configuration change. The contractor will be required to aggregate all material requirements, e.g. production, repair, allowances, in order to leverage the best value for material support. The contractor will be paid based on the aggregate demands or other appropriate measurements of usage of the specific weapon systems. The contractor will be required to deliver their supplies to Government wholesale and retail supply points as directed within specified timeframes. The contractor will be required to provide Depot Level consumables for engine repair or overhaul, however actual repair of items is not included in this requirement. The contractor shall be responsible for forecasting, acquiring, stocking, and fulfilling requirements via an onsite storefront operation in accordance with the requirements of this contract. Occasionally the contractor will be directed to ship material directly to DLA's customer to satisfy emergent requisitions. In addition to filling the requirements, the contractor is required to make recommendations for Engineering Change Proposals (ECPs). The contractor will be responsible for obsolescence management and mitigating Diminishing Manufacturing Source (DMSMS) challenges for these items. GE is the Original Equipment Manufacturer (OEM) for the engine platforms and has engineering data, simulation tools, etc. and in some cases an active supply chain. The comprehensive engine Bill of Materials (BoMs) include approximately 7,000 NIINs. It is anticipated that the material support approach will include using DLA as a primary source of supply for material that is not unique to the GE engines or where the engine depot maintenance lines at Tinker AFB drive less than 75% of market share. Performance metrics associated with this acquisition may be tied to material availability, engines in AWP status, and cost reductions. Small business participation and reliability improvements are also potential metrics. Any entity interested/able to provide any of the required products but cannot provide the required Performance Based outcome and Depot Support may be afforded an opportunity to partner with an interested prime contractor, or participate as a subcontractor. Please identify any anticipated teaming arrangements under the acquisition herein, along with a description of similar support and teaming arrangements offered to the Government and to commercial customers for the past three years. Any responses involving teaming arrangements should delineate between the work that will be accomplished by the prime and the work accomplished by the teaming partners. Entities seeking to become an approved source of supply for possible subcontracting opportunities under this acquisition should note that the time required for approval of a new source is normally such that an award cannot be delayed pending approval of a new source. Sources that are not approved for manufacture of these items must obtain source approval from the Government. The contract is anticipated to be Requirements-type, Firm Fixed Price Contract, with a five-year base period, and 1, five-year option period. The Government intends to solicit and negotiate with only one source under authority of FAR 6.302.� Interested persons may identify their interest and capability to respond to the requirement.� This notice of intent is not a request for competitive proposals.� However, all responses received by the synopsis response date will be considered by the Government. A determination by the Government not to compete this proposed contract based upon responses to this notice is solely within the discretion of the Government.� Information received will normally be considered solely for the purpose of determining whether do conduct a competitive procurement. �Responses are required by no later than 3 November 2021. �Reponses must include the following information: Company Name Address CAGE Code Point of Contact Phone Email Web page URL, if available Small business type or category you represent, if applicable. Identify as a U.S. or Foreign Owned Entity Indicate whether your interest is a prime contractor or as a subcontractor Respondents must address: Their capability to satisfy all objectives listed above, to include a description of the extent and content of prior experience on PBL efforts that are similar in nature and scope and, Willingness to provide upfront pricing for full term of contract (10 years), What quality control systems/measures currently in place (ISO 9000, 9001, AS9100, NADCAP (National Aerospace and Defense Contractors Accreditation Program), Experience with Government Source Inspection, Critical Safety Items, and OSHA standards, and Their current status of being registered in the System for Award Management (SAM) and Wide Area Workflow (WAWF), as well as their access to any Government systems, authorized for use in performance of another Government contract. Request interested sources are also encouraged to complete the Sources Sought questionnaire provided as an attachment to this notice and review the Disclaimer incorporated.
