- The Federal Housing Finance Agency (FHFA) intends to award a sole source purchase order to Ellie Mae, Inc. under the authority of FAR 13.106-1(b)(1), ""Soliciting from a single source.� �The anticipated period of performance is from 12/1/2021 � 11/30/2024.� The Contractor shall provide an online subscription source for publishing historic and current underwriting, servicing, and loan product guidelines for the single family and/or multifamily housing industry to include, but not limited to: the Federal National Mortgage Corporation (Fannie Mae), the Federal Home Loan Mortgage Corporation (Freddie Mac), the United States Department of Agriculture; Government National Mortgage Association; and, state compliance guidelines. The Contractor shall also publish product guidelines for Private Mortgage Insurers underwriting guidelines and investor guidelines. The online subscription source shall be easily searchable and used for comparative analysis using available online tools. This action will be firm-fixed price. Ellie Mae, Inc.�s AllRegs Online web-based service is the only known product to provide comprehensive access to all of the guidelines FHFA needs to perform its duties safely and soundly, and to fully meet FHFA�s requirements. Ellie Mae�s AllRegs Online provides a portal to both Fannie Mae and Freddie Mac Guidelines, lender and servicer announcements and updates, as well as prior versions of policy for comparison using its online tools. Ellie Mae, Inc.�s AllRegs Online product provides both historical data from 1997 and real time updates for these organizations. This is not a request for quotations nor a solicitation for offers. No formal solicitation package is available. Interested sources may identify their interest and capability to respond to the requirement, and must furnish detailed information concerning their capabilities to provide the supplies and services sought sufficient to determine that a comparable source to the Government is available. �Responses must be supported with clear and convincing evidence to clearly be able to provide the supplies and services outlined in this notice. �The Government will not seek additional information from your company if you fail to provide sufficient evidence of having capabilities to meet the Government's needs. �The Government shall be the sole source of determining a vendor�s ability to meet all requirements. The Government will consider all expressions of interest submitted.� A determination by the Government not to compete this proposed contract action based upon responses to this notice is solely within the discretion of the Government. Information received will be considered solely for determining whether to conduct a competitive procurement. � The applicable NAICS code is 519130. Only written responses sent via electronic mail to Jennifer.Sellers@fhfa.gov will be accepted. The responses shall be received �no later than the response date and time indicated in this Special Notice. The Government will not be responsible for any costs in the preparation of responses to this notice.
