- Description The Department of Veterans Affairs is looking for firms that are classified under one or more of the following SBA programs: 8(a), HUBZone, SDB, WOSB, SDVOSB, and/or VOSB. The firm must be a General Construction Firm with an approved NAICS Code 236220, Small Business Size Standard of $39.5 million. A bid bond as well as performance bond will be required. This Sources Sought is for a Design-Bid- Build Contract in Biloxi, MS. The Project is for exterior building envelope performance alterations and renovation of Building 1 3rd, 4th, and 5th floors and attic, totaling 60,000 gsf. Also included is upgrading the interior utilities, which include replacement of HVAC, plumbing, electrical, chilled water systems and modifications to fire protection systems. Sustainable design principles will be included in the construction of the project in accordance with Executive Orders and other laws. Facilities will incorporate LEED strategies and comply with Energy Policy Acts. Low Impact Development will be included in the construction of this project where applicable. The estimated magnitude for this project is between thirty million ($30,000,000) and fifty million ($50,000,000) dollars. At this time, no solicitation exists; therefore, do not request a solicitation. Small Business Contractors and vendors having the skills and capabilities necessary to perform the stated requirements are invited to provide information to contribute to this market survey/sources sought. Business size determination and qualifying Small Business status 7. Certification of Small business Status 8. Available Bonding Capacity 9. Construction experience of similar projects in size and complexity Respondents are requested to submit a Capability Statement that exhibits clear and convincing evidence of your firm s capabilities and experience to perform the above described tasks. This sources sought notice is for market research purposes in accordance with Federal Acquisition Regulation (FAR) Part 10. It does NOT constitute a solicitation and is not to be considered as a commitment by the Government. All firms responding to this sources sought notice are advised that their response to this notice is not a request that will be considered for contract award. All interested parties will be required to respond to the resultant solicitation separately from their response to this sources sought. Small business concerns failing to respond to this sources sought will not be precluded from responding to the solicitation. Note that this is not a Request for Proposal and the Government is seeking information for market research purposes only. The Government may or may not issue solicitation documents.
