SOURCES SOUGHT NOTICE FOR MORAVIAN CREEK REPAIRS TO ASSIST IN FLOOD DAMAGE REDUCTION WILKES COUNTY, NC This is a Sources Sought/Request for Information only. This is NOT a Solicitation Announcement, nor is it a Request for Proposal. This request does not obligate the Government in any contract award. The U.S. Army Corps of Engineers, Wilmington District, is conducting research to determine the market capabilities of potential contractors for construction services to provide repairs to Moravian Creek to assist in flood damage reduction. General project information: NOTE:� All information contained in this Sources Sought Notice regarding anticipated type of work and approximate measurements, is provided for INFORMATIONAL PURPOSES ONLY.� If USACE, SAW issues a requirement for or similar to the work included in this Sources Sought Notice, it will be all interested vendor�s responsibility for confirmation of ALL measurements and construction means and methods.� Independent vendor measurements shall not constitute any increased costs as a result of a vendor�s failure to obtain independent measurements.� Current conditions are preventing optimal performance and reducing its efficacy.� Repairs are required to adequately provide flood damage reduction for the surrounding area.� The anticipated Scope of Work (Scope) may require clearing material from sinkhole, stabilization of slope, expose existing corrugated metal pipe (CMP); existing pipe shall be cut and removed; with approximately 50 linear feet (lf) (independent vendor confirmation of pipe size and replacement shall be incumbent on any interested vendor, if and/or when this project is issued) of High-Density Polyethylene Pipe at a minimum slope of 1%. Due to the nature of a defect, the removal and replacement the stacked trench boxes may be required for the existing pipe. If pipe removal and replacement are determined necessary, removal and replacement of a section of the fabriform blanket will need to be performed.� The section to be cut out is approximately 18 feet (ft) in width and 21.2 ft in length (independent vendor confirmation of quantity of fabriform blanket removal and replacement shall be incumbent on any interested vendor, if and/or when this project is issued). Approximately 7 cubic yards (cy) of concrete would be needed for the fabriform blanket and constructed in accordance with the original typical section to the �Moravian Creek Flood Protection� plan set, which shall include the geotextile (independent vendor confirmation of quantity of fabriform blanket and concrete shall be incumbent on any interested vendor, if and/or when this project is issued).� �The area outside the fabriform blanket to be excavated is approximately 8 ft in width, 18 ft in length, and 16.5 ft in depth. Approximately 165 cy of total fill material may be needed (independent vendor confirmation of quantity of concrete shall be incumbent on any interested vendor, if and/or when this project is issued). Additionally, the Scope will require replacing the rip rap that has been displaced. A total of approximately 250 linear feet, approximately 65 tons, of rip rap will be place at the toe of slope in two sections along Moravian Creek.� (independent vendor confirmation of quantity of rip rap shall be incumbent on any interested vendor, if and/or when this project is issued). Rip rap stone shall be bedded and have a minimum diameter of 12 inches, or the size appropriate to prevent scour from displacing the stone, to a maximum diameter of 30 inches. Rip rap sizing shall be calculated in accordance with EM 1110-2-1601, Hydraulic Design of Flood Control Channels, with an increased safety factor. Rip rap slope protection shall be in accordance with section 6.73.1 of the North Carolina Erosion & Sediment Control (NCESC) Manual and similarly outlet protection shall be in accordance with NCESC Manual 6.41.1. Anticipated NAICS Code: 237990, �Other Heavy and Civil Engineering Construction�.� All interested firms have until 29 October 2021, 10AM, EST to submit the following information: - Name & Address of your Firm - Point of Contact (Name/Phone/E-mail) - Current SAM Record to included DUNS Number and CAGE Code - Firm's capability to perform the work. - Documented experience on projects of similar scope for at least five years. - Business Size, to include designation as HUBZone, 8(a), Service-Disabled Veteran Owned Small Business, Small Disadvantaged Business, Woman-Owned Business, and Large Business.� Any supporting documentation that confirms your socio-economic status should be provided, i.e., letter of certification from VA confirming SDVOSB status. The Government must be able to verify SBA certification of HubZone and 8(a) via SAM. The Government may not give credit to your socio-economic class if there is not sufficient documentation to support it or if the Government cannot verify through other means that your business is as such. This sources� sought notice is for information and planning purposes only and is neither to be construed as a commitment by the Government nor will the Government pay for information solicited. Respondents WILL NOT be notified of the results of the evaluation.� Statements that do not meet all requirements or submitted within the allotted time will not be considered.� Electronic submissions only.� Do not send hard copies of advertising or promotional materials. There is no entitlement to payment of direct or indirect costs related to or arising out of responding to this request for information. All information provided becomes property of the Government.
