NO FUNDS ARE AVAILABLE TO PAY FOR PREPARATION OF RESPONSES TO THIS ANNOUNCEMENT. ANY INFORMATION SUBMITTED BY RESPONDENTS TO THIS TECHNICAL DESCRIPTION IS STRICTLY VOLUNTARY. INTRODUCTION: The Naval Air Systems Command (NAVAIR) at Patuxent River, MD announces its intention to procure the AN/AAQ-24 Department of the Navy Large Aircraft Infrared Countermeasures (DoN LAIRCM) Systems and associated Support Equipment for FY22, FY23, FY24, FY25, and FY26.� THIS SOURCES SOUGHT IS NOT A REQUEST FOR PROPOSAL. It is a market research tool being used to determine potential and eligible firms capable of providing the services described herein prior to determining the method of acquisition and issuance of a Request for Proposal. The Government is not obligated to pay for any information received from potential sources resulting from this announcement.�� � ELIGIBILITY: The Product/Service Code (PSC) most appropriate for this contract is 5865: Electronic Countermeasures, Counter-countermeasures and Quick Reaction Capability Equipment, that includes and is restricted to passive and active electronic equipment, systems, and subsystems designed to prevent or reduce an enemy's effective use of radiated electromagnetic energy or designed to insure our own effective use of radiated electromagnetic energy. All interested businesses are encouraged to respond. ANTICIPATED PERIOD OF PERFORMANCE: The anticipated period of performance is 75 months.� The anticipated start date is approximately 1 March 2022. ANTICIPATED CONTRACT TYPE: The contract type is anticipated to be Fixed Price Incentive Firm Target. PROGRAM BACKGROUND: The AN/AAQ-24 DoN LAIRCM is an ACAT II Program that provides Aircraft Survivability Equipment (ASE) to counter surface to air weapons including MANPADS, AAA, ground fire, and laser-guided threats. The system employs advanced Missile Warning sensors and directed laser energy jamming to provide warning and countermeasures to protect medium/large aircraft and aircrews. REQUIRED CAPABILITIES: Required capabilities include familiarity with the design and configuration of the AN/AAQ-24 system along with associated platform ASE requirements.� Manufacturing knowledge, experience, and technical data are required to fulfill this procurement within the time required. FY22 through FY26 tasks include production and delivery of AN/AAQ-24 hardware and support equipment; engineering and technical support; and financial data reporting. Handling and use of classified information is required. Interested parties will be responsible to negotiate with the OEM, Northrop Grumman Systems Corporation, for access to technical data and drawings needed to manufacture and test the AN/AAQ-24. The effort in this procurement will satisfy the minimum Government need. The Government may consider less-than-full-system sources sought responses, which may be able to provide individual technology advancements in any one part of the system, e.g. advanced laser, sensor or processor technologies. Implementation and production of the proposed technologies would require coordination with the OEM.��� INCUMBENT: This is a follow-on requirement. The incumbent contractor is Northrop Grumman Systems Corporation, Mission Systems Sector Land & Avionics C4ISR Division, 600 Hicks Road, Rolling Meadows. IL 60008. SUBMISSION DETAILS: Interested businesses shall submit a brief capabilities statement package (no more than ten (10) pages of 8.5 x 11 inch format, with font no smaller than 12 point, 1.5 line spaced) demonstrating their ability to provide the supplies or perform the services described herein. Supporting documentation should be in bullet format.
