INDEFINITE DELIVERY MULTI-DISCIPLINE ARCHITECT-ENGINEER CONTRACT, PRIMARILY VARIOUS LOCATIONS, ANTARCTICA � THIS IS A SOURCES SOUGHT NOTICE. �THIS NOTICE IS ISSUED FOR MARKET RESEARCH PURPOSES ONLY. �THIS IS NOT A SOLICITATION FOR INVITATION FOR OFFERORS TO SUBMIT PROPOSALS. �A SYNOPSIS OF THE PROPOSED CONTRACT ACTION WILL BE POSTED AT A LATER DATE THAT WILL PROVIDED INSTRUCTIONS FOR OFERORS TO RESPOND TO THIS OPPORTUNITY. The National Science Foundation (NSF) Office of Polar Programs (OPP) is conducting market research to facilitate a determination of acquisition strategy. The determination of acquisition strategy for this acquisition lies solely with the government and will be based on this market research and information available to the government from other sources. The NSF OPP is conducting this market research to identify businesses that have the capability to perform the following work in support of the UNITED STATES ANTARCTIC PROGRAM (USAP). The USAP operates and maintains three year-round research stations in Antarctica, as well as multiple field camps active through the Austral summer. �Additionally, the USAP operates and maintains logistical facilities in New Zealand, Chile, and Port Hueneme CA. �In total, the USAP is responsible for approximately 1M gross-square feet of real property inventory ranging in age and condition. �The NSF OPP is located in Alexandria, Virginia. �More information can be found at www.usp.gov and https://www.nsf.gov/div/index.jsp?div=OPP The AE(s) selected would be required to have sufficient qualified staff, flexibility, and capability to be available on an as-needed basis. Typical types of services the AE would be expected to provide include: project planning and initiation, the complete design of new buildings and structures, the design of renovation of existing structures, studies to include code compliance, life cycle cost analyses, interior design, programming studies, energy analysis, civil design, technical reviews (on behalf of the government) of other AE developed products, project cost estimates/construction cost estimates and cost reasonableness reviews �(on behalf of the government) of other contractor developed products, construction phase services, commissioning services and development of Design/Build RFPs and Design/Bid/Build RFPs/IFBs plans and specifications. Design of utility systems, IT and communication systems may be required but are incidental to facility design.� AE may be required to provide master planning services such as: land use planning, station master planning, installation and real property master planning, facility inspection and condition assessment, preparation of parametric cost estimates and other programming level analysis.� AE may be required to provide project initiation services to include development of professional project planning and execution documents, mission need statements, Functional Analysis Concept Development (FACD)/Design Charrettes, Analysis of Alternatives with Life-Cycle Cost Analysis, and development of Project Execution Plans. AE may be required to provide Post-Construction Award Services (PCAS), including technical consultation during construction, review of construction submittals, response to RFIs, site visits, construction observation, and other miscellaneous services. The AE and their subcontractors must have experience in cold regions design for construction in remote locations. Cold regions design is not considered to be a separate discipline that can be subcontracted by the prime AE. Rather, knowledge and experience in the design, construction and operation of facilities in Arctic, subarctic, Antarctic, and cold region environments must be integral to all design disciplines. The AE may be required to participate in or lead programming, value engineering studies, design Charrettes and project review conferences; participation may include facilitation, VE Study team, etc. Interested firms should submit a capabilities package (not exceeding 15 pages) demonstrating the ability to perform work listed above. Packages should include the following information: (1) Business name, address and business size under NAICS 541310 (2) If a small business, identify small business type (HUBZone, SDVOSB, 8(a), Woman Owned Small Business, etc) (3) Demonstration of the firm's experience as a prime contractor on projects of similar size, type and complexity within the past five years. List actual projects completed and include project title and location, a brief description of the project to include dollar amount of the project and work that was self-performed. Complete information must be submitted as the Government may not seek clarification of information provided. The Government does not intend to award a contract on the basis of this market research or pay for the requested information. All information received will be held in a confidential manner and will only be used for the purposes intended. THIS IS A SOURCES SOUGHT FOR QUALIFIED PRIME AE CONTRACTOR FIRMS ONLY.
