Description
Sources Sought Synopsis Purchase and Delivery of 87 Octane Regular Unleaded Ethanol Alternative Gasoline for the MARAD Beaumont Reserve Fleet The Department of Transportation, Maritime Administration is issuing this sources sought as a means of conducting market research to identify parties having an interest in and the resources to support a firm fixed price (with economic price adjustment) requirement, for the purchase and delivery (by truck) of 87 Octane Regular Unleaded Ethanol Alternative Gasoline fuel to the Beaumont Reserve Fleet, located in Beaumont, Texas on an on-call basis. Deliveries will be required within either a 12 or 24 hour period from the time an order is placed. It is anticipated that the contractor will make approximately three (3) deliveries with an estimated amount of 1600 gallons of unleaded gasoline per delivery every month. �The result of this market research will contribute to determining the method of procurement. The applicable North American Industry Classification System (NAICS) code assigned to this procurement is 324110.� There is no solicitation at this time. This request for capability information does not constitute a request for proposals; submission of any information in response to this market survey is purely voluntary; the government assumes no financial responsibility for any costs incurred. � If your organization has the potential capacity to perform these contract services, please provide the following information: 1) organization name, address, email address, website address, telephone number, and size and type of ownership for the organization; and 2) tailored capability statements addressing the particulars of this effort, with appropriate documentation supporting claims of organizational and staff capability. Note 1 (Size Standard for NAICS code 324110): �To qualify as small for purposes of Government procurement, the petroleum refiner, including its affiliates, must be a concern that has either no more than 1,500 employees or no more than 200,000 barrels per calendar day total Operable Atmospheric Crude Oil Distillation capacity. Capacity includes all domestic and foreign affiliates, all owned or leased facilities, and all facilities under a processing agreement or an arrangement such as an exchange agreement or a throughput. To qualify under the capacity size standard, the firm, together with its affiliates, must be primarily engaged in refining crude petroleum into refined petroleum products. A firm�s �primary industry� is determined in accordance with 13 CFR � 121.107. Note 2 (Non-Manufacturer Requirement): A manufacturer is defined as a business that, with its own facilities, performs primary activities in transforming inorganic or organic substances, including the assembly of parts and components, into the end product being acquired. In other words, a manufacturer makes or produces products. A business may qualify as a nonmanufacturer if it: o�� �Does not exceed the 500 employee alternative size standard for nonmanufacturers o�� �Is primarily engaged in the retail or wholesale trade and normally sells the type of products being supplied o�� �Takes ownership or possession of the item(s) with its personnel, equipment, or facilities in a manner consistent with industry practice o�� �Supplies the end products of a small business manufacturer or processor made in the United States, or obtains a waiver of such requirement The government will evaluate market information to ascertain potential market capacity to provide services consistent in scope and scale with those described in this notice and otherwise anticipated.� Based on the responses to this sources sought notice/market research, this requirement may be set-aside for small businesses or procured through full and open competition. Telephone inquiries will not be accepted or acknowledged, and no feedback or evaluations will be provided to companies regarding their submissions.
