- Department of Veterans Affairs Veterans Health Administration October 20, 2021 SPECIAL NOTICE NOTICE OF INTENT TO SOLE SOURCE VHA Deployment of Equipment Recertification, and Management of Surge Capacity (DERMS) Program Modification for Additional Work and Performance Period 36C776-21-C-0042 P00004 INTRODUCTION: The Veterans Health Administration (VHA), Program Contracting Activity Central (PCAC), intends to award an out-of-scope modification on a sole source basis with HANDLE Global (Healthcare Asset Network, Inc.) for management of selected equipment (refurbishment, recertification, decompression, disposition, and/or redeployment) and inventory services for the entire VHA Healthcare System and Fourth Mission. The purpose of this modification is to add additional quantities of assets for management and decompression through a modified contract end date of May 2022. This modification allows for further asset collection and disposition while VHA works on a follow-on acquisition. The additional performance period will be for six months from November 30, 2021 to May 29, 2022. The current contract performance period expiration date is November 29, 2021. REQUIREMENT: The Veterans Health Administrations (VHA), Program Contracting Activity Central (PCAC) requires a contractor to continue decompression, utilization, repair and redeployment, and/or disposition of personal property that is currently stored as excess inventory across VHA. A program requires elements of program and project management as defined by the Project Management Institute (PMI). The program requires the contractor to continuously perform the following: personal property decompression evaluation, disposition analysis, product repair, product utilization, personal property disposition and tracking of inventory, and develop data dashboards and metrics. ADMINISTRATIVE: The VHA, PCAC intends on awarding this modification pursuant to the authority of FAR 13.501, only one responsible source and no other supplies or services will satisfy agency requirements. The action will modify contract 36C776-21-C-0042 and will be awarded in accordance with Federal Acquisition Regulation (FAR) Parts 12 and 13.5. The applicable NAICS code is 811219 with a size standard of $22 million. DISCLAIMER: This notice of intent to is not a request for competitive quotes. No solicitation document is available and telephone requests will not be accepted. However, any responsible source who believes it is capable of meeting the requirements may identify their interest and capability to respond to the requirement by submitting a capability statement in accordance with the procedures stated herein. The capability statement may be considered by the agency only if received by the closing date and time of this notice. Any response to this notice must show clear and convincing evidence that the responding company can meet the requirements of the Government. Responses received will be evaluated; however, a determination by the Government not to compete the proposed procurement based upon responses received to this notice is solely within the discretion of the Government. Information received will be considered solely for the purpose of determining whether to conduct a competitive procurement.
