Description
Special Notice for Upcoming Site Visit and Entry procedures for Visitors and Contractors to the NVFEL The NVFEL plans to hold an on-site and virtual site visit on November 3, 2021 from 10:00 am to 12:00 pm eastern time. This special notice is to advise those of interest to see the information below on the entry requirements registration requirements. Both on-site and virtual attendees shall register by November 3, 2021, 9:00 am eastern time to receive further information by responding through the FedConnect and/or SAM.gov system. The response must include: - Subject line: 'Registration for Site Visit - RFP 68HEM22P0001 - HD5 Dyno' - name and contact information of the company - company DUNS - company address - company representative(s) whom will be in attendance - if attending virtual or physical site visit Should technical difficulties occur, please send an email to Taylor.Angel@epa.gov with the subject line 'Registration for Site Visit - RFP 68HEM22P0001 - HD5 Dyno'. For physical entry to the NVFEL located in Ann Arbor, Michigan, a valid U.S. Identification is required in addition to the following the entry procedures for Contractors & Visitors to the NVFEL laboratory and office buildings, effective October 15, 2021. This updated guidance implements interim Agency-wide requirements related to entry into EPA facilities for visitors and on-site contractors and are in place pending the full implementation of Executive Order 14042. Procurement specific information and Statement of Work will be provided with the solicitation anticipated to be posted on or around November 1, 2021. Visitor Procedures - Visitors to the EPA facility must bring their vaccination status using the Certification of Vaccination form. The Certification of Vaccination document (https://www.saferfederalworkforce.gov/downloads/CertificationVaccinationPRAv7.pdf) should be shared with the visitor and completed before entering the facility. The paper form must be presented upon entry to the facility. - Electronic versions of the form will not be accepted at GSA federal buildings. Hard copy forms will not be collected by security personnel. - If the visitor is not vaccinated or refuses to certify their vaccination status, proof of having received a negative COVID-19 test from within the previous 3 calendar days must be presented. - The security officer will affirm the visitor has read the posted signage notifying them of the proper documentation needed to enter, the visitor will be allowed to sign-in and be reminded of access and mask requirements. - If the visitor has not been vaccinated or declines to answer on the Certification of Vaccination form, they will be required to provide proof of a negative COVID-19 test within the prior three calendar days of visit. The visitor will be treated as if they are not fully vaccinated and must comply with all relevant CDC guidance, including wearing a mask and physically distancing from other people while on federal property. - If the visitor does not provide proof of a negative COVID-19 test within the prior 3 calendar days, nor completes the Certification of Vaccination, they will be refused entry. - Documents will be verified by the office escorting the visitor. EPA staff receiving/escorting visitors should confirm the visitor has completed the form and, if not vaccinated or refuses to confirm vaccination, proof of a negative COVID-19 test taken within the prior three calendar days of entry into the facility. The EPA staff shall not collect the documentation from the visitor. Contractor Procedures - In addition to presenting the EPA identification card upon entering the facility, contractors must also have the Certification of Vaccination form and enter through the lobby. The Certification of Vaccination document (https://www.saferfederalworkforce.gov/downloads/CertificationVaccinationPRAv7.pdf) must be completed prior to entry into the facility. The paper form must be presented upon entry to the facility. - Electronic versions will not be accepted at GSA federal buildings. Hard copy forms will not be collected by security personnel. - The security officer will affirm the contractor has read the posted signage notifying them of the proper documentation needed to enter. - If the contractor has not been vaccinated or declines to answer on the Certification of Vaccination form, they will be required to provide proof of a negative COVID-19 test taken within the prior three calendar days of arrival into the facility. The contractor will be treated as if they are not fully vaccinated and must comply with all relevant CDC guidance, including testing, wearing a mask, and physically distancing from other people while on federal property. - Documents will be verified by an EPA point-of-contact. EPA points-of-contact should confirm the contractor has completed the form and, if not vaccinated or refuses to confirm vaccination, proof of a negative COVID-19 test taken within the prior three calendar days of entry into the facility. The EPA points-of-contact shall not collect the documentation from the contractor. - With proper documentation, they will be allowed entry into the facility. - Any contractor lacking proper documentation will be refused access to the facility.
