Description
Request for Information: The scope of work for the above-referenced project states that the A/E shall involve a boiler controls subject matter expert early in the design process.  Is it required that this subject matter expert be a third party, or can this person be in-house personnel? Response #1: In accordance with this section of the SOW, due to this project's complexity, the VA intends to use a commissioning agent throughout the project. The A/E shall also involve a boiler controls subject matter expert (Controls SME) early in the design process. The VA intends that the controls SME is familiar with the equipment within the plant and will be able to provide factory authorized service within a two-hour time frame from a hub located within a fifty-mile driving distance. It was Butler VA s intent that the controls SME be a vendor partner that will be involved in the project from start to finish, this partner shall be able to provide insight and coordination to both the existing boiler plant equipment and also all new equipment that is being installed. Additionally, a third-party commissioning agent is to be brought onboard at the beginning of the design process.  Should this person's credentials be included in the SF330 package? Response # 2 Yes, the third-party commissioning agent s credentials should be included in the SF330 package as they will be a vital part of the A/E team throughout this project.
