- Description
- The Centers for Disease Control and Prevention (CDC) is preparing to issue a solicitation, as a Request for Proposal (RFP), for construction of a High-Containment Continuity Laboratory (HCCL) building at the CDC Roybal campus located at 1600 Clifton Rd., Atlanta, GA 30333.� The CDC has already awarded an Architecture and Engineering (A/E) contract to design the HCCL.� The forthcoming solicitation will be for construction of the HCCL design.� The HCCL will have gross building area of approximately 175,000 square feet and will consist of bio-safety level (BSL) 3E and 4 laboratories and supporting infrastructure space.� The required work involves Contractor providing comprehensive preliminary planning/project start-up and construction services, including, but not limited to: management and inspection services, bonds, insurance, CPM schedules, health and safety plan, quality control plan, product submittal development and review, develop required coordination drawings, construction administration services, security and logistic control, furnish tools, materials, equipment, labor and incidentals, safety review/inspections, quality control, coordinate all construction related work, test and inspections, commissioning, operational manuals, facilities maintenance training, record documents, warranties, and other related professional services. �In accordance with FAR 36.204, the magnitude of the requirement is more than $10,000,000. This procurement is anticipated to be unrestricted regarding business size. �Interested contractors must have an active registration, including completion of the annual representations and certifications, in the System for Award Management (SAM) at http://sam.gov in order to be eligible for award.� Only Contractor firms and their major consultants/joint venture partners having offices within the continental United States�will be considered for this procurement. A firm-fixed price construction contract is anticipated.� FAR Part 15 and 36 apply.� The CDC intends to issue a solicitation involving a two-step solicitation process.� In the first step�Offerors will submit proposals addressing evaluation criteria focused on offerors� capability to construct the HCCL.� The CDC will evaluate proposals in the first step and select the most highly qualified offerors to submit step-two proposals.� Offerors who are selected to submit proposals for the second step will be issued detailed Statement of Work (SOW) and Design Documents and provided a site visit.� In the second step�Offerors will submit proposals addressing additional technical evaluation criteria and propose�a price for construction.� Offerors will not be reimbursed for proposal costs.� The tentative date for issuance of initial step-one solicitation is October�2021.� The tentative due date for receipt of step-one proposals is approximately 20 calendar days from step one issuance date.� The tentative date for issuance of step-two solicitation, including detailed SOW and Design Documents, is approximately 30 calendar days from receipt of step one proposals.� The tentative due date for receipt of step-two proposals is approximately 60 calendar days from step-two solicitation issuance date. Presolicitation Amendment #1 10/20/2021 The final paragraph of the presoliciation notice is removed and replaced as below: The tentative date for issuance of initial step-one solicitation is December 2021.� The tentative due date for receipt of step-one proposals is approximately 30 calendar days from step one issuance date.� The tentative date for issuance of step-two solicitation, including detailed SOW and Design Documents, is approximately 30 calendar days from receipt of step one proposals.� The tentative due date for receipt of step-two proposals is approximately 60 calendar days from step-two solicitation issuance date.
