- Description
- The Defense Information Systems Agency (DISA)/Defense Information Technology Contracting Organization (DITCO), Scott Air Force Base, Illinois 62225, intends to negotiate a sole source contract with General Dynamics Mission Systems, Inc., 8201 E McDowell Road, Scottsdale, Arizona 85257.� This action is on behalf of the Headquarters (HQ) United States Space Force (USSF).� Required services include 24/7/365 help desk and provisioning support. The North American Industrial Classification System (NAICS) code is 517410 and the business size standard is $32.5 million.� Authority for use of other than full and open competition: 10 U.S.C. �2304(c)(1) and FAR 6.302-1, �Only one responsible source and no other supplies or services will satisfy agency requirements�.� A Justification and Approval was completed and approval was obtained by the proper authority as required by the agency regulations.� A redacted J&A has been posted and will remain active for the FAR required minimum of 30 days (FAR 6.305(d)). IAW FAR 5.201(b)(1), this synopsis is being posted as this is a modification to an existing contract for extending services that meet the threshold in FAR 5.101(1)(1). The Government has identified capable sources, released solicitation HC101321R0012 for competition, and received proposals. The existing bridge is being extended for up to 90 days to allow the Government the ability to conclude discussions, complete evaluations, and provide up to 60 days for transition in accordance with the solicitation as it was posted.� At this time, IAW FAR 6.302-1(2)(iii), the services have been deemed to be available only from the original source for the continued provision of highly specialized help desk and provisioning services as substantial duplication of costs to the Government are not expected to be recovered through competition.� Additionally, awarding to any other source would cause unacceptable delays in fulfilling the agency�s needs, as it would take significant time to transition from the incumbent to another awardee.� This would cause a gap in service and would leave the warfighter without a means to obtain help desk assistance and provisioning actions for their EMSS devices. This synopsis is for informational purposes only and does not constitute a solicitation for bids or proposals.� DO NOT submit a bid/quote at this time. Responses to this notice must demonstrate clear and convincing evidence that competition would be advantageous to the Government, would not be cost or time prohibitive, and would not hinder the mission objective of supporting the EMSS program.� The Government will not be responsible for any costs incurred by responding to this notice.
