- This is a Market Survey for information and planning purposes ONLY to help determine�the interest and capability of potential contractors to perform design-bid-build and�design-build construction work in the country of Greece. NO AWARD will be made from this request for information. This is not a Request for Proposal (RFP) and is not to be construed as a commitment�by the US Government, implied or otherwise, to issue a solicitation or award a contract. NO SOLICITATION OR SPECIFICATIONS ARE AVAILABLE AT THIS TIME; any�requests for a copy of a solicitation or specifications will go unanswered. Firms are invited to and highly encouraged to provide answers and feedback to this�Market Survey via email to sean.o.higgins@usace.army.mil and�David.W.Decker2@usace.army.mil. All responses will be used to determine the appropriate acquisition strategy for a potential future acquisition. The Government estimates issuing a Request For Proposal in the Winter of 2021/22.��The estimated capacity of the MATOC is between $25,000,000 and $100,000,000. The�NAICS is 236220 - Commercial and Institutional Building Construction, and the Classification Code is Y- Construction of Structures and Facilities. Scope of Work and Project Description The purpose of this Indefinite Delivery Indefinite Quantity (IDIQ) Multiple Award Task�Order Contract (MATOC) is to provide for Design-Bid-Build (DBB) and Design-Build�(DB) construction requirements for new facilities and real property repair and maintenance in support of U.S. defense operations in Greece. The work may include,�but is not limited to: general building renovation, vertical construction, anti-terrorism�force protection of new and existing facilities, horizontal construction, and incidental work. Capability Statement The following requests are designed to apprise the US Army Corps of Engineers,�Europe District, of any prospective construction contractor's project execution�capabilities. Please provide your response to the following questions using the attached excel sheet provided: 1. Offeror's name, address, point of contact, phone number, and e-mail address. 2. CAGE Code and DUNS number and/or a copy of your entity record on the System�for Award Management (SAM, www.sam.gov ). NOTE: Companies MUST be SAM�registered to be eligible for award of any contracts with the U.S. Army Corps of Engineers. 3. What do you consider to be the most critical criteria that would distinguish one�company�s capabilities to perform construction projects in Greece from/over another�firm's capabilities? Explain. 4. Assuming projects are not co-located, how many projects could your company�simultaneously execute? 5. Briefly describe any projects you have completed in Greece (DB, DBB, $ value, year�completed/ongoing work). 6. What is the minimum and maximum dollar value project for which your firm is likely�to consider submitting a proposal? Minimum:________________ Maximum:________________ 7. What maximum annual capacity of work can your firm reasonably manage while�assuring effective and efficient program/project implementation and maintaining�quality products? 9. Have you ever worked as a Prime Contractor for the U.S. Government? If not, have�you worked as a Subcontractor for the U.S. Government? 12. What challenges do you anticipate working within Greece (e.g. labor, materials,�permitting, base/installation access)? 13. Would your firm participate in this acquisition with other firm(s) as a joint venture or�in a teaming agreement? And if applicable, please state whether existing or�potential. 14.Provide comments or identify any concerns your company has regarding the�proposed solicitation. The Capabilities Statement for this market survey is NOT to be submitted as an offer or�bid for any future Request for Proposal or Invitation for Bid that may result from this�survey, nor does it restrict the Government to an ultimate acquisition approach, but rather short statements regarding the company's ability to demonstrate existing-ordeveloped�expertise and experience in relation to the areas specified herein. Any�commercial brochures or currently existing marketing material may also be submitted�with the Capabilities statement. Submission of Capabilities statement is not a prerequisite to any potential future�offerings, but participation will assist the Corps of Engineers in tailoring requirements to�be consistent with industry capabilities. This market survey is for information and�planning purposes only and is neither to be construed as a commitment by the�Government nor will the Government be held financially liable for information solicited.��Respondents will NOT be notified of the results of the evaluation.
