Description
This is a Notice of Intent, not a request for proposal.� The National Institute of Allergy and Infectious Diseases (NIAID) of the National Institutes of Health (NIH) intends to negotiate on an other than full and open competition basis with Illumina Inc, will provide a service agreement for the NextSeq System and the MiSeq System. The Office of the Chief Section in the Laboratory of Infectious Disease section in building 50 requires a renewal of the maintenance service contract with Illumina for its MiSeq system� (M04974) and NextSeq system (NB501780). The LID must have Illumina� manufacture trained technicians to replace and repair manufacturer-approved OEM parts and software. This service contract will guarantee the equipment to function efficiently and obtain updated software to run the equipment at its optimal performance. These sequencers are critical to the lab�s day to day operations and research. Since these sequencers are such a critical instrument in the labs research, it is crucial that the instruments are always in good working condition.� The LID requires OEM parts, service, and software upgrades.� If these instruments receive non-OEM parts or service and the equipment malfunctions, the manufacturer will no longer service the instruments and no longer provide service agreements for the equipment.�� The LIB requires a 1 year Silver Service Plan for the MiSeq System S/N M04974 and the NextSeq System S/N NB501780, POP 10/27/21 � 10/26/22. The Silver Service Plan includes the following on-site requirements: OEM Replacement Parts OEM Replacement Reagents for Instrument Failure Labor provided by OEM Service Provider (Standard onsite support hours) Phone Support 5 x 18 (Monday thru Friday, 8:00AM to 5:00 PM) Pacific Time Onsite Response Time Target 2 Business Days Preventative Maintenance (1) Qualifications (No) Software/Hardware Updates Application Support (includes onsite troubleshooting and repair) 52.223-99 Ensuring Adequate COVID-19 Safety Protocols for Federal Contractors. ENSURING ADEQUATE COVID-19 SAFETY PROTOCOLS FOR FEDERAL CONTRACTORS (OCT 2021) (DEVIATION) The statutory authority for this sole source requirement is 41 U.S.C. 1901 (a) (1) as implemented by FAR 13.106-1 only one responsible source and no other supply of service will satisfy agency requirements. THIS IS NOT A REQUEST FOR PROPOSAL.� All responsible sources that could provide comparable services may submit a capability statement that will be considered by email (subject line to reference NOI-NIAID-2099132 to Maliaka Pinkney at maliaka.pinkney@nih.gov, by 12:00 pm eastern standard time, October 25, 2021.� All responses received by the closing date of this synopsis will be considered by the Government.� A determination not to compete this requirement, based upon responses to this notice, is solely within the discretion of the Government.
