- The Fleet Readiness Center Procurement Group Patuxent River, MD 20650 hereby gives notice of their intent to award a purchase order to Professional Systems Associates, Inc., 1308 Florida Ave, Panama City, FL 32401 (Cage Code: 0KNM2) on a sole source basis in accordance with the Federal Acquisition Regulation (FAR) Subpart 13.106-1(b)(i), only one source reasonably available and no other supplies or services will satisfy agency requirements. The FRCSW North Island Aerospace Support, San Diego, CA has a requirement for maintenance and support of CMPRO software.� Professional Systems Associates is the original proprietary owner of the CMPRO software. Existing installed software cannot be operated without requested support and maintenance. Installed software operates on WIN 10 as well as requested licenses; which, reflects the compatibility requirement of NMCI within the organization. Existing software and requested licenses are both compatible as they are both manufactured by the same manufacture, PSA. A patent, copyright or proprietary data limits competition. The proprietary CMPRO solution is only available through the original equipment manufacturer, PSA. There are no reseller available. For this reason, the government intends to procure these products on a sole source basis from Professional Systems Associates, (Cage Code: 0KNM2). THIS NOTICE OF INTENT IS NOT A REQUEST FOR COMPETITIVE QUOTES. However, all responsible sources may submit a capability statement, which, if received within three (3) calendar days after the date of the publication of this synopsis, will be considered.�� Information received will be considered solely for the purpose of determining whether to conduct a competitive procurement.� A determination by the Government not to compete this requirement based upon responses received as a result of this notice is solely within the discretion of the Government.
