Description
The FAA intends to issue two� bridge contracts to CDWG and Microtech with period of performance for three (3) years. These bridge contracts will allow the FAA to procure COTS IT Software (SW) products in a simplified, efficient and streamlined manner at competitive prices until a permanent acquisition solution is in place. The FAA currently anticipates all hardware and SW COTS products to be procured through four multiple award contracts that will be awarded in 2023.Without the bridge contracts, the FAA would only be able to award a shortened SW follow-on contract for approximately two (2) years. This shortened follow-on would still require a full source selection process but would not fully realize the savings and quantity discounts achieved through the size and scale of a full term SW contract. Also, the shortened SW contract would take twelve (12) to eighteen (18) months to procure which would leave the FAA without a streamlined process or contract vehicle to procure the necessary COTS SW requirements. Without a contract vehicle like the current SAVES SW, numerous requirements will be delayed and SW licenses will likely lapse.�It is highly probable that SW licenses will lapse without the award of a SW contract vehicle. The OEMs available through the SAVES SW contracts are not available on any other existing FAA contract or Enterprise License Agreement (ELA). This bridge will allow the FAA SAVES IT and Acquisition offices additional time to perform procurement planning activities in order to adhere to OMB requirements for COTS SW and hardware identified in Section 5.
