- SYNOPSIS UPDATE: The government anticipates releasing the Draft Request for Proposal (DRFP) for the subject solicitation no later than October 27, 2021. The DRFP is in the final stages of review and approval. As part of the procurement process, NASA anticipates hosting an IN PERSON Industry Day at the Wallops Flight Facility on November 12, 2021. More information on the Industry Day is forthcoming. Please note that due to COVID guidelines, potential offerors are limited to two (2) participants for Industry Day. Offerors that are considering teaming arrangements are limited to five (5) participants total per team. ORIGINAL POSTING: NASA Goddard Space Flight Center (NASA/GSFC), Wallops Flight Facility (WFF) plans to issue a Request for Proposal for the NASA Sounding Rocket Operations Contract (NSROC) IV. The principle purpose of this contract is to conduct sounding rocket operations from multiple launch sites, including remote launch campaigns, for the NASA Sounding Rockets Program (NSRP). The proposed contract will serve as the mechanism for the implementation of the NSRP and the NSROC Contractor will manage and be responsible for providing services and supplies to support NASA�s sounding rocket missions. This acquisition will be conducted as a full and open competition. The North American Industry Classification System (NAICS) code for this acquisition is 541330. The small business size standard is $16.5M dollars. All responsible sources may submit an offer which shall be considered by the agency. This competitive procurement will result in a Hybrid Core/Indefinite Delivery Indefinite Quantity (IDIQ), Cost-Plus-Award Fee (CPAF) contract for Services and End-Item Development. The SOW contains both Core and IDIQ requirements. There are two areas of Core requirements: Management and Administration (M&A) and Development and Routine Projects Assignments (DRPA). There are two areas of IDIQ requirements: Mission Task Orders (MTO) and Performance Task Orders (PTO). The contract will have a period of performance/effective ordering period of 5 years from the contract effective date. The anticipated contract award date is August 2022.� A 60-day Phase-In is anticipated and will be accomplished via a separate Firm Fixed Price Contract. The current planned release date for the Draft Request for Proposal (RFP) is September 2021. The Final RFP is anticipated to be released in November 2021, with proposals being due 30 calendar days after the Final RFP is released.� An Industry Day with potential Offerors is anticipated during the first half of October. For your reference, the RFP will be numbered 80GSFC21R0037. Additional information will be made available shortly on the NSROC IV online Reference Library. Prospective offerors shall notify the POC listed on this notice of their intent to submit an offer.
