- Scope of Work - USAID/South Sudan Voice and Data Services for USAID OVERVIEW: The U.S. Agency for International Development Mission in South Sudan (USAID/South Sudan) is a U.S. Government Agency that provides assistance in social, economic, and humanitarian activities in South Sudan. PURPOSE USAID/South Sudan requires the services of a Telecommunication Service Provider (SP) to provide turnkey, robust and reliable Voice and Data Services (IS) to Mission staff in Juba, South Sudan. DESCRIPTION/SPECIFICATIONS/WORK STATEMENT USAID/South Sudan requires the services of a - certified Telephone and Data Service Provider (SP) to provide robust and reliable Telephone and Data Services (IS) to the user community in USAID South Sudan. The Mission has a user community of over 150 staff. Due to the critical nature of communications in the country of South Sudan and for the operations of USAID, the contractor must ensure availability and reliability on a 24/7 basis as well as the required quality of this service. The service provider (SP) must ensure timely (within the hour) response to the provision of invoices and detailed voice and data utilization for all staff and must communicate any service or network issues and interruptions promptly to the COR and Alternate COR. The IS shall communicate to the COR, with a copy to the CO, any changes in voice and data tariffs. Package Requirements: See Attachment A, which is an integral part of this solicitation. Deliverables. The service provider must comply with all local laws and regulations.� The amounts noted above are net amounts and are what must be provided.� The contractor shall provide information with regards to monthly user data calls to the COR. The contractor shall provide Information shown in the detailed invoice for each phone number and the provider must always make such information available online to USAID, the business/client. Period of Performance The contractor shall commence work immediately upon signing the contract with USAID for a period of 12 months. Payment and Rollover Payment shall be made monthly, upon receipt of a proper invoice.� The payment shall only be for the amounts used and be proportional to the Quantity in Minutes per Month.� Any minutes, data, or SMS that are not used in a particular month shall be rolled over into a package pool, to be available to cover overages and excesses in subsequent months. Offers Due Date All offers are due on October 28, 2021 at 16:00 (Juba Time). Selection Criteria The Government will award a purchase order contract resulting from this solicitation to the responsible offeror whose offer conforming to the solicitation will be most advantageous to the Government, price and other factors considered. The following factors shall be used to evaluate offers:�Lowest Price Technically Acceptable (LPTA).
