- 171 MSG/MSC intends to utilize this Request for Quote (RFQ), under solicitation number W50S91-22-Q-0003, to award without discussions, a Firm Fixed Price (FFP) type contract for the services to support the Pennsylvania Air National Guard (PAANG) Glycol Wastewater Removal & Disposal requirement�in the Coraopolis, PA area. The Government intends to select one contractor. Award will be made to the lowest price responsible quoter who represents the Best Value to the Government. However, the Government reserves the right to award no contract at all. The responses to this RFQ are intended to be evaluated, and award made, without discussions unless discussions are deemed to be necessary. Since award will be based on initial responses, quoters are highly encouraged to quote their most advantageous pricing in their initial response. This requirement is being solicited 100% small business set-aside. The NAICS code for this acquisition is 562219 and the Small Business size standard is $41,500,000.00.� All prospective offerors must have a Commercial and Government Entity (CAGE) code and be registered with System for Award Management (SAM) at http://www.sam.gov. The Base Period of Performance for this requirement is 1 Nov 2021 -�31 Oct 2022. The Option Year 1 Period of Performance for this requirement is 01 Nov 2022 - 31 Oct 2023.�� The Option Year 2�Period of Performance for this requirement is 01 Nov 2023�- 31 Oct 2024.�� The Option Year 3�Period of Performance for this requirement is 01 Nov 2024�- 31 Oct 2025.�� The purpose of this requirement is to provide �as needed� glycol wastewater removal & disposal for the 171 ARW Air National Guard�at the PAANG in Coraopolis, PA.� The contractor will sample, analyze, characterize, pump-out, transport and process wastewater (spent aircraft deicing fluid and storm water) from the 171st ARW storage tanks in accordance to Scope, section 1.1�during the period of performance, section 1.3. The contractor shall be both a PA DEP licensed transporter for residual waste and a PA DEP Permitted Treatment, Storage, and Disposal Facility (TSDF).� (See Attachment 1, PWS, for further details)(See Technical Exhibit 3�of the PWS for workload estimate). Vendors shall respond to this RFQ via email by 29�Oct 2021 at 1000 hours (10:00 am) Eastern Standard Time (EST).� All quotes should be sent to the Contracting Officer, Michael Boyd, at michael.boyd.9@us.af.mil, before the due date and time specified.� Any quote, modification, or revision of a quote received after the exact time specified for receipt of quotes is considered �late�. All quoters must list DUNS number, CAGE code, and Federal TIN with Company name, POC, and phone number. To obtain or renew a DUNS number or CAGE code, please visit https://www.sam.gov.� Lack of registration in the SAM database will make a quoter ineligible for award. All questions regarding the RFQ package must be submitted to the above e-mail addresses by 26�October 2021 at 0900 (9:00 am) EST.� Any questions asked over the telephone will not be answered.
