- Description
- This is a COMBINED SYNOPSIS/SOLICITATION for commercial items prepared in accordance with the information in FAR Part 12, Acquisition of Commercial Items; FAR Subpart 13 Simplified Acquisition Procedures, and FAR Subpart 19.14, Service-Disabled Veteran-Owned Small Business Procurement Program as supplemented with the additional information included in this notice. This announcement constitutes the only solicitation; a written solicitation will not be issued. PAPER COPIES OF THIS SOLICITATION WILL NOT BE AVAILABLE. This combined synopsis/solicitation SHALL be posted on Beta.SAM (https://sam.gov/). The RFQ number is N0018922Q0006. This solicitation documents and incorporates provisions and clauses in effect through FAC 2021-07 (effective 10 Sep 2021) and DFARS Change 9/29/2021 effective date 29Sep2021. It is the responsibility of the contractor to be familiar with the applicable clauses and provisions. A Request For Information (RFI)/Sources Sought Notice (SSN) associated with this solicitation was posted on 20 Aug 2021 to identify interested sources and to obtain feedback on a draft Performance Work Statement. As a result of information obtained from RFI/SSN responses, this requirement will be solicited competitively as a service-disabled, veteran-owned small business set-aside. The activity�s small business office concurs with this determination. The primary objective of this requirement is to provide USFFC with a broad range of detailed transportation�analysis, financial analysis, and administrative services to support all Navy and Marine Corps customers for US�Fleet Forces Command and Commander Pacific Fleet. Pls see attached RFQ N0018922Q0006 for additional details. The�proposed contract action is for services which the Government intends to solicit and negotiate a Firm Fixed Price contract. The anticipated award date is no later than 25 November 2021. Services will commence on 05 Dec 2021. The period of performance will include a 12-month base period and one 12-month option period. The contract will contain the option to extend services in accordance with FAR clause 52.217-8 to allow for performance through 04 Jun 2023 if exercised. Primary place of performance is Fleet Forces Command, 1562 Mitscher Ave Suite 250, Norfolk, VA 23551-2487.�However, travel in support of PWS is required. The NAICS code applicable to this procurement is 541611. The size standard is $16.5 million. The Product Service Code is R699. All responsible sources may submit a quote that will be considered by the Government. By submitting a quote, the quoter will be self-certifying that neither the principal corporate officials nor owners are currently suspended, debarred, or otherwise ineligible to receive contracts from any federal agency. Failure to do so may represent grounds for refusing to accept the quote. By submission of a quote, the quoter acknowledges the requirement that a prospective awardee must be registered in the System for Award Management (SAM) database prior to award, during performance, and through final payment of any contract resulting from the solicitation, except for awards to foreign vendors for work to be performed outside the United States. Lack of registration in the SAM database will make a quoter ineligible for award.
