Description
RFQ SPE605-22-Q-0210 Middletown, PA, 50,000 Gals, Turbine Fuel, Aviation (JAA).� This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6 of the Federal Acquisition Regulations (FAR), as supplemented with additional information included in this notice. Quotes are being requested and a written solicitation will not be issued. This opportunity is restricted to 100% Set Aside for Small Business Award. NAICS code 324110 size standard is 1,500 employees. The purchase order resulting from this procurement will be a firm fixed-price purchase order. The solicitation, SPE605-22-Q-0210, is issued as a Request for Quotation (RFQ), under the Simplified Acquisition Procedures (SAP; FAR part 13), with FAR part 12 (Acquisition of Commercial Items). This document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2021-03 dated 2-16-2021. DPAS rating for potential award is DO. The clauses and provisions referenced in this solicitation may be reviewed/obtained in full text form at https://www.acquisition.gov. The prompt payment act is applicable. NOTE: All offers shall be registered in System of Award Management (SAM), Small Business Administration (SBA), under NACIS 324110. Scope of Contract: CLIN 0001 � The contractor shall provide, under line item 0001: Product: �TURBINE FUEL,AVIATION (JAA with Additives CI, SDA, and FSII.� NO EXCEPTIONS) NSN:� 9130-00-359-2026 Delivery Address: AV Flight Harrisburg 3 Terminal Dr. Middletown, PA 17057 40.196410, -76.761894 Delivery Date:� 1 November 2021 Delivery Mode: FOBTT CLIN 0001 - Delivery as listed: No. of Tanks ������Capacity ��������Type �������������������������������������������Tank Location 3������������ ���������������6000������������ TRUCK�������������������� FOBTT ORIGIN POINT INTO TRUCK AT AIRPORT Delivery Notes: This facility does not have any above ground tanks and does not have spill containment�to accommodate truck to truck transfers from commercial trucks. There are 3 � 6000 gallon refueling�trucks that require refueling support on Harrisburg Intl Airport from a fixed fill stand 24 hours a�day 7 days a week. Under no circumstances are these refueling units allowed to leave the secure area of�the Harrisburg International Airport to receive fuel into truck. The activity must receive Jet-A with�Fuel System Icing Inhibitor, Static Dissipating Additive and Corrosion Inhibitor in accordance with�Mil-Standard 3004 and Air Force Technical Order 42B-1-1 directly into their trucks from a FOB Origin�point of a fixed fill stand operated by a FBO located on Harrisburg International Airport. The fill�stand will need to be able to transfer fuel to the activity�s trucks via hose (min length: 10 Ft) or�pantograph equipped with a single point aviation D1 refueling nozzle that connects to the trucks�bottom loading single point adapter conforming to specification MS24484. Refueling requirements for�these refueling units can range from 1,000 USG to approximately 5,500 USG for a single truck fill and at times a second or third truck can require filling within this same range back-to-back. Delivery Ticket Notes: Meter ticket required. Delivery Hours: Vendor and truck needs to be available 24/7 Electronic Funds Transfer as a means of payment will be made upon receipt and acceptance of all products through Wide Area Work Flow (WAWF). The following provisions and clauses apply to this acquisition: FAR 52-212-1, Instructions to Offerors Commercial Items; 52.212-2 Evaluation of Commercial Items; the evaluation criteria stated in paragraph (a)of the provision are as follows: The significant evaluation factors, in the relative order of importance, are: 1) Technical specifications, 2) Past performance; and 3) Price. The contract award will be offered to the best value offer made to the Government, considering technical, past performance, and price. 52.212-3 Offeror Representations and Certifications Commercial Items; 52.212-4, Contract Terms and Conditions Commercial Items and 52.212-5 Contract Terms and Conditions Required to Implement Statutes or Executive orders � Commercial Items. In paragraph (b) of 52.212-5, the following apply FAR 52.219-6, 28; 52.222-3, 19, 21, 26, 35, 36; 52.222-50; 52.223-18, 52.225-5, and 52.232-34. FAR 52.246-2, DFARS 252.212-7001 in paragraph (b) of 252.212-7001, the following apply: FAR 52.211-11, DFARS 252.203-7000, 252.225-7021, and 252.232-7003 shall be applicable. FAR 52.211-17 DELIVERY OF EXCESS QUANTITIES �CONTRACTORS ARE REQUIRED TO ADHERE TO THE DELIVERY QUANTITY PRINTED ON THE ORDER. IF the contractor delivers a quantity in excess of the of the allowable variation ceiling (10% variance) such excess quantities will be treated as being delivered for the convenience of the Contractor. FAR 52.211-16 VARIATION IN QUANTITY (APR1984)), The Government reserves the right to return the excess quantity at the Contractors expense.
