- Description(s): The Humphreys Engineer Center Support Activity (HECSA), 7701 Telegraph Rd, Alexandria, VA 22315 is seeking information from industry to assist with the development and planning of a potential new requirement. This is a Sources Sought Notice for market research purposes ONLY which will be used to formulate an acquisition strategy and determine the capability of the vendor community to provide support services for the Corp of Engineers Financial Management System (CEFMS). This is NOT a Request for Proposals (RFP) and no Solicitation will be issued at this time. The Government will not reimburse respondents for any costs incurred in preparation of a response to this Notice. The Government reserves the right to reject, in whole or in part, any private sector input as a result of this market survey. The Government is not obligated to notify respondents of the results of this survey. INTRODUCTION HECSA, in support of the United States Army Corps of Engineers Finance Center (UFC), is seeking responses from commercial vendors or integrators that will provide CEFMS support services. HECSA intends to solicit and negotiate a Single Award Task Order Contract (SATOC) Indefinite Delivery Indefinite Quantity for the current CEFMS Maintenance Support Services requirement. The SATOC will have an ordering period beginning on 31 October 2022 that consists of a base year and includes four One-Year option periods. Task Orders issued against the SATOC will predominantly be Firm Fixed Price. Interested parties may identify their interest and capability to respond to any future requirements of this nature. This Sources Sought Notice/Request for Information (RFI) is not a request for competitive proposals, however, all information received will be considered by the Government. A determination by the Government on how to compete future requirements for these services based upon responses to this RFI is solely within the discretion of the Government. This RFI does not constitute a commitment, implied or otherwise, that a contract will be issued. The Government invites comments. Interested sources should respond to the questions presented within this announcement to facilitate the Government's market research efforts. The Government will analyze all responses and determine if the pool of qualified and interested small business firms is significant enough to allow for total small business set-aside competition restricted to small businesses or whether a partial set-aside competition is more appropriate. If the determination is made that there are not enough qualified and/or interested small business firms to perform this requirement, the Government may solicit the acquisition as an unrestricted full and open competition. The Government does not intend to rank submittals or provide any replies to interested firms. Submission Requirements: This RFI announcement is unrestricted to allow small and large businesses to respond. The Government is seeking to identify qualified sources either singularly, or as part of an assembled team under North American Industry Classification System (NAICS) 541511, Custom Computer Programming Services. Companies are encouraged to respond to this request if they are interested in receiving the future Request for Proposal (RFP) for the requirement described in the DRAFT Performance Work Statement (PWS) detailed in Attachment 1. INSTRUCTIONS Interested companies shall complete the Capabilities Questionnaire in Attachment 2. Submissions should not exceed 20 pages, single spaced, 12-point type with at least one-inch margins on 8 1/2"" X 11"" �page size, including all appendices, attachments and title pages. The response for the RFI response should be submitted in PDF format. Responses must specifically describe the contractor's capability to meet the requirements outlined in this RFI. Oral communications are prohibited. The Government does not intend to rank submittals or provide any reply to interested firms. Responses should include the vendor's (1) responses to the capabilities questionnaire (2) business name and address to include any partners; (3) name of company representative and their business title; (4) contract vehicles available to the Government for the procurement of the product and service, to include General Service Administration (GSA) Federal Supply Schedules (FSS), or any other Government Agency contract vehicle; (5) business type (large business, small business, small disadvantaged business, 8(a)-certified small disadvantaged business, HUBZone small business, woman-owned small business, very small business, veteran-owned small business, service-disabled veteran-owned small business) based upon North American Industry Classification System (NAICS) code 541511, Custom Computer Programming Services.
