REQUEST FOR INFORMATION � The Marine Corps Installations, National Capital Region - Regional Contracting Office (MCINCR-RCO), Marine Corps Base, Quantico, VA is seeking information on behalf of the Training and Education Command (TECOM) Human Performance Branch (HPB) regarding Certified Athletic Trainer and Strength and Conditioning Specialist services in support of TECOM�s Sports Medicine and Injury Prevention (SMIP) program. CONTRACTING OFFICE ADDRESS: Marine Corps Installations � National Capital Region, Regional Contracting Office (MCINCR RCO), located on Marine Corps Base, 2010 Henderson Road, Quantico, VA. INTRODUCTION: This Request For Information (RFI) is to seek market information for planning purposes and provide industry with an opportunity to ask questions and provide recommendations regarding the required services outlined in the Performance Work Statement (PWS). The United Sttates� Marine Corps (USMC) Training and Education Command (TECOM) Human Performance Branch (HPB) has a requirement for contractor support �to provide on-site Certified Athletic Trainer and Strength and Conditioning Specialist services for TECOM in support of the U.S. Marine Corps Operational Forces. TECOM requires on-site Certified Athletic Trainers and Strength and Conditioning Specialists to execute state-of-the-art, professional services in human performance. Human performance includes integrated, performance based strength and conditioning programs, rehabilitative and pre-habilitative programs that will accelerate the return to duty of those encumbered by performance related injuries. THIS IS NOT A REQUEST FOR PROPOSAL.� IT DOES NOT CONSTITUTE A SOLICITATION AND SHALL NOT BE CONSTRUED AS A COMMITMENT BY THE GOVERNMENT.� RESPONSES IN ANY FORM ARE NOT OFFERS AND THE GOVERNMENT IS UNDER NO OBLIGATION TO AWARD A CONTRACT AS A RESULT OF THIS ANNOUNCEMENT.� NO FUNDS ARE AVAILABLE TO PAY FOR PREPARATION OF RESPONSES TO THIS ANNOUNCEMENT.� ANY INFORMATION SUBMITTED BY RESPONDENTS TO THIS TECHNICAL DESCRIPTION IS STRICTLY VOLUNTARY.� REQUIREMENT DESCRIPTION: The necessary services to support the TECOM SMIP program mission include providing Certified Athletic Trainer and Strength and Conditioning Specialist services to support worldwide Athletic Training services within Marine Operating Forces (OPFOR) Formations. Physical Training (PT) is a large component of how the U.S. Marine Corps readies personnel for its mission. Utilization of evidence-based training methods as well as best practice injury recovery techniques enable the Marine Corps to establish effective PT regimes, mitigate injuries, and assess/treat injuries when they occur. The U.S. Marine Corps Training and Education Command (TECOM) has employed civilian Certified Athletic Trainers as part of the Sports Medicine Injury Prevention (SMIP) program since 2003 to reduce injuries and lost workdays associated with musculoskeletal injuries. Strength and Conditioning Specialists will augment the Certified Athletic Trainers to enhance the SMIP program. The SMIP has had the intended effect within entry level training (ELT) venues and the Commandant of the Marine Corps has directed that it be expanded to the OPFOR. The objective of this requirement is to provide OPFOR units and select schools with SMIP Certified Athletic Trainers. The North American Industry Classification System (NAICS) for this requirement is 621340, Marketing Research and Public Opinion Polling. The Product Service Code (PSC) for this requirement is Q518, Public Relations and Professional Communications Services. INDUSTRY FEEDBACK: This is a REQUEST FOR INFORMATION (RFI) ONLY to obtain industry�s feedback on the anticipated technical specifications, potential cost and performance risks, as well as any other related considerations for the required services (see attached �DRAFT� Performance Work Statement (PWS)). In addition, please provide company capabilities statement along with feedback on the questions cited below. Please provide feedback on the following: 1. What additional/historical information would you need to propose FFP for this requirement? 2. What are key discriminators that the Government should consider as evaluation criteria? 3. Are there any barriers to competition? 4. Are you likely to propose on this effort? Why or Why not? 5. What areas of the requirement seem vague? What is the remedy? 6. What other NAICS code would be of more value in comparison to 621340? 7. Are there any areas within the PWS that appear vague? If so, why? Please identify them and recommended remedy. Request responses shall be provided in no more than 15 pages. Questions and comments regarding this requirement will be accepted, reviewed and answered if the Government determines responses are warranted. Submissions must include: Responses to all questions cited in �Industry Feedback� section of this RFI Business name and address; Name of company representative and their business title; Type of Business; Cage Code and DUNS Contract vehicles that would be available to the Government for the procurement of the service, to include General Service Administration (GSA), GSA OASIS, Federal Supply Schedules (FSS), or any other Government Agency contract vehicle. (This information is for market research only and does not preclude your company from responding to this notice.) PROPRIETARY INFORMATION: Proprietary information and trade secrets, if any, must be clearly marked on all materials. All information received that is marked Proprietary will be handled accordingly. Please be advised that all submissions become Government property and will not be returned. All government personal reviewing RFI responses understand their responsibility for proper use and protection from unauthorized disclosure of proprietary information as described 41 USC 423.
