- Description: The 338th �Enterprise Sourcing Squadron (338 ESS) is seeking information concerning the availability of capable contractors to provide non-personal services for Aircrew and Maintenance Training as required for Foreign Military Sales (FMS). Place of performance is to be recommended by the offeror or as requested. This Sources Sought Notice/ Request for Information (RFI) is issued and intended for market research and planning purposes only. The information obtained in response to this RFI will be used to help locate and identify qualified, experienced, and interested potential sources. This is not a Request for Proposal (RFP). It is not to be construed as a formal solicitation or an obligation on the part of the Government to acquire any products or services. The information requested by this RFI will be used within the Air Force to facilitate decision making and will not be disclosed outside the agency. Any information provided to the Government is strictly voluntary and to be provided at no cost to the Government. For purposes of this RFI, the North American Industry Classification System (NAICS) Codes is 611512, Flight Training. The small business size standard for NAICS 611512 is $30M. Description of Services Note: The description herein is a summary of anticipated services and is not intended to be all-inclusive. Training is required to support various security assistance and security cooperation customers who require simulator training services for their C-130B-T aircrews and maintainers and commercial variant (L-100/L-382) flying programs. �All services under this contract shall be Contractor Training, procured by the Air Education and Training Command (AETC) and presented under the auspices of the Security Assistance Training Program. �All instruction and technical information shall be UNCLASSIFIED and conducted in the English language. The C-130/L-100/L-382 Aircrew Training (Pilot/Navigator/Flight Engineer/Loadmaster) and Maintenance training (various specialties) shall utilize a combination of academics, simulators (including/up to Class D qualified Full Flight Simulator with six degrees of freedom), aircraft fuselage trainer and equipment/mock-ups for hands-on training to provide theory of operation and practical experience. Training in basic and emergency operations, fault-finding and emergency procedures by position shall be included. Initial training shall be defined as training necessary to initially train a crew member in a basic crew position and flying duties without regard to the unit's operational mission. �Operational training (including Crew Resource Management (CRM) training) shall be designed to train an entire crew in crew coordination, communications, decision making, leadership, and management skills through the planned use of full mission simulation. �Aircrew members fly structured airland, overwater, or operational mission scenarios in realistic operational environments. �CRM shall be an integral part of simulator refresher training and is not a stand-alone course. �Mission qualification training shall be designed to provide training necessary for a specific aircrew position according to the command or units operational mission requirements. �Instructor training shall provide training in the philosophy of instruction, student/instructor relationships, student performance analysis, lesson planning, and practical instruction. �Maintenance training shall be designed to train technicians transitioning to the C-130B-T and commercial variant (L-100/L-382) aircraft, provide initial/refresher training to maintenance personnel qualified in system sub-specialties.��This shall include ground school, flight simulator instruction and teaching students the capabilities to instruct others in this ground school and flight simulator. �Contractor shall provide training at the contractor�s CONUS location in accordance with (IAW) objectives to provide necessary training to aircrew and maintenance personnel to support their flying mission. The following courses shall be included as student training options either as stand-alone courses or courses that can be combined via various options: Academics, Part-Task Training and Flight Simulator Training Aircrew Initial (Proficiency) Training Aircrew Mission Qualification Training (Tactical) Aircrew Instructor Training (Proficiency) Aircrew Refresher Training/Emergency Procedures Training Maintenance Engine Run Initial Qualification Training Maintenance Engine Run Refresher Training Maintenance Engine Run Instructor Training All variations of Aircraft Maintenance Training Basic Navigation Training (academics only) Night Vision Goggle Familiarization Other specialized training defined by USAF provided syllabus. Student Support Services: The Contractor shall provide suitable housing for the students during training. �International Military Student (IMS) shall be separately in single rooms. �For courses that span 15 calendar days or more, lodging facility shall include a higher level of amenities to include but not limited to: Cooking appliances, refrigerators, as well as on-site laundry equipment. �Housing shall not be provided for accompanying dependents unless specifically authorized, in writing, by the contracting officer. �When authorized by task order, Contractor shall provide transportation to/from the airport, as well as daily transportation between the training facility and the students' quarters. When required and approved by the AFSAT Contracting Officer Representative (COR), or the Contracting Officer, Contractor shall provide ground transportation to and from a medical facility in order to care for acute medical appointments that impact student training. After review of the attached Draft PWS, please provide a capability statement and address the following questions: The Capability Statement should include general information and technical background describing your firm's experience in contracts requiring similar training efforts to meet the program objectives. Please limit the capability statement to no more than 10 single-sided, type-written pages using font size 12. At a minimum the following information is requested: 1. Organization name, address, point of contact, telephone number, e-mail address, Commercial and Government Entity (CAGE) Code and Data Universal Numbering System (DUNS) Number; 2. Do you have C-130 Legacy Aircraft full flight simulator (FFS) level �D� qualified simulator with six degrees of freedom capable of providing training for Pilot, Navigator, Flight Engineer and Loadmaster aircrew initial, transition, refresher and Instructor training? 3. Do you have the ability to provide qualified C-130B, C-130E, C-130F and C-130H aircraft aircrew and maintenance instructors? 4. Do you have the necessary support equipment, simulator and training mock-ups to accomplish the training courses as listed in Appendix C of the Performance Work Statement?� Provide short explanation for each. 5. What�s your company�s experience with International Military Students support services (Lodging, Transportation, and Medical)? 6. Approximate annual gross revenue. 7. Business size (large business, small business). Note: The Government reserves the right to determine whether or not a small business set-aside would be appropriate based on responses to this notice. 8. If you indicated your business size as �small business�, if applicable, specify small business socioeconomic program status �[Small Disadvantaged Business (SDB), 8(a)-certified small disadvantaged business, historically underutilized business zone (HUBZone) small business, service-disabled veteran-owned small business (SDVOSB), woman-owned small business (WOSB)] 9. The contract clause at FAR 52.219-14, states that for contracts for services (except construction), at least 50 percent of the cost of contract performance incurred for personnel shall be expended for employees of the small business or with similarly situated entities (A similarly situated entity is a subcontractor that has the same small business program status as the prime contractor, and is small for the NAICS code that the prime contractor assigned to the subcontract). 10.Based on the clause information how does your firm plan on meeting this requirement. (Self (Prime), Joint Venture Agreements, Teaming Arrangements and Letters of Intent for first-tier subcontractors for performing as a team.), specify the functions for which you plan to use subcontractors to include rationale on meeting the clause. 11. Please provide any recommendations/feedback regarding the Draft PWS.
