NOR DOES IT CONSTITUTE AS A SOLICITATION AND SHALL NOT BE CONSTRUED AS A COMMITMENT BY THE GOVERNMENT. RESPONSES IN ANY FORM ARE NOT OFFERS AND THE GOVERNMENT IS UNDER NO OBLIGATION TO AWARD A CONTRACT AS A RESULT OF THIS ANNOUCNEMENT. NO FUNDS ARE AVAILABLE TO PAY FOR PREPARATION OF RESPONSES TO THIS ANNOUNCEMENT. ANY INFORMATION SUBMITTED BY RESPONDENTS TO THIS TECHNICAL DESCRIPTION IS STRICTLY VOLUNTARY. The Naval Air Systems Command (NAVAIR) is issuing this RFI as a means of conducting market research to identify prospective parties as having an interest in and the resources to provide support for the Tomahawk Cruise Missile Program. As prescribed under Defense Federal Acquisition Regulation Supplement (DFARS) Procedures, Guidance, and Information (PGI) 206.302-1(d), this RFI will assist NAVAIR in developing an acquisition strategy for any potential future sourcing methods for supplies and services outlined in this document. Potential procurement activities include: PEO (U&W) PMA-280 is issuing this RFI took out as a means of conducting market research to identify parties having an interest in and the resources to provide supplies or services for the Tomahawk Cruise Missile Program. This RFI is to assist in developing the acquisition strategy for a future acquisition related to support of the F415-WR-400 (WJ38-7) Engine and its variants. Efforts include systems engineering and logistics support for emergent tasks which include: engineering studies related to the F415-WR-400 (WJ38-7) engine and its application as part of the Tomahawk missile; engine reliability tests and analyses; engine bearing reliability tests and analyses; delivery and analysis of historical engine data; engine familiarization training; and procurement of Tomahawk Block IV/V engines to support reliability and future qualification testing. The Government does not have a Level III Technical Data Package nor the manufacturing documentation for the Tactical Tomahawk AUR missile including the engine. The Government is seeking information from companies and is interested in receiving any information which could potentially satisfy the above requirements. The applicable NAICS code are 541330; anticipated PSC code is R425.
