- **UPDATE** As of 21 October 2021:� The Government has posted the Attachment 0009 - CTT Industry Day slides, which were presented during the event on 20 October 2021. In addition, for those companies that indicated its name could be provided on a list of attendees, Attachment 0010 � Industry Day List of Company Participants, has also been posted. Refer to Attachments/Links section below. **UPDATE** As of 14 October 2021:� The Government is extending the RSVP period for the CTT Industry Day, FROM 12:00PM EST on 15 October 2021, TO 12:00PM EST on 18 October 2021. Attachment 0007 � CTT Industry Day, has been updated to reflect this change. **UPDATE** As of 06 October 2021:� In support of the upcoming CTT Industry Day, the Government is posting two new documents for industry review. First, Attachment 0007 - CTT Industry Day, which is being scheduled for 20 October 2021. Refer to the attachment for location of event, attendance restrictions, and instructions on submitting an RSVP to attend. Additionally, information is provided on scheduling a one-on-one meeting with the Government for potential prime vendors. The second document, Attachment 0008 -��CTT�Abbreviated Specification (A-SPEC), version dated 06 October 2021. **UPDATE** The United States Government will no longer be holding a CTT Industry Day or company specific meetings at the upcoming Association of the United States Army (AUSA) in Washington DC. Additional information will be forthcoming in regards to a CTT Industry Day scheduled for October 20-21, 2021 at the VEMOS Operations and Engineering Center, 2025 Concept Drive, Warren, MI 48091.�� General Information. The United States Army, referred to herein as the United States Government (USG), is issuing this Sources Sought Request for Information (RFI) notice as a means of conducting market research to identify parties within industry having an interest in and the resources to support a potential requirement for the Common Tactical Truck (CTT), formerly known as the Next Generation Future Truck (NGFT) (original RFI was posted on beta.SAM.gov on 09 July 2020). The potential CTT requirement seeks to replace the mission sets of the Palletized Load System (PLS) A1, Heavy Expanded Mobility Tactical Truck (HEMTT) A4, M915 and M1088 Tractors.� Intent. Participation in this Request for Information (RFI) is strictly voluntary and responses shall be provided at no cost or obligation to the USG. This RFI is an important opportunity for industry to characterize its ability to support a potential future acquisition strategy for the CTT program. This RFI, and all information herein, is for informational planning purposes only and does not constitute a Request for Proposal (RFP) or Invitation for Bid. Responses to this RFI will be used by the USG for informational and planning purposes only. Responses to this RFI are not considered to be contractual offers and cannot be accepted by the USG to form a binding contract or agreement nor will any contracts or agreements be awarded from this announcement. Information provided by the USG regarding potential contracts or agreements, as presented in this RFI, are subject to change. Additionally, this inquiry does not bind the USG to solicit for, or award, any contracts or agreements. The USG will not reimburse participants for any costs associated with responding to this RFI. Data submitted to the USG will not be returned and will remain archived as part of historical USG records. The USG intends to conduct Modeling and Simulation (M&S) on the provided technical data, and submit the results back to the RFI respondents for its own interpretation and understanding. �This includes any data received in the original RFI posted in July 2020. �Results of M&S will not indicate a pass/fail, nor will it indicate a desired threshold/objective performance level. �USG typically conducts broad M&S in order to establish the feasibility of the marketplace�s capability. Participation in this survey, while important to USG acquisition planners, is neither mandatory nor a requisite for future participation by any contractor in this RFI or any similar RFI or RFP. �A response to this RFI will allow for potential one-on-one USG interactions with industry in near term events in Section 9. RFI Instructions. �Offerors who are able to meet the requirements of this survey, have the potential capacity and capability to meet the requirements based on the information provided, and who would be interested in competing for any future business, are asked to respond to the Attachment 001- Initial RFI/Questionnaire, Attachment 002 - CTT Questionnaire, Attachment 003 - Mobility Modeling and Simulation (M&S) Data Sheet and Attachment 004 - Powertrain M&S Data Sheet. If responses or data sheets were previously provided under the NGFT RFI, then only address portions needing significant revision or questions that have not been previously answered. Proprietary Information. The USG acknowledges its obligations under 18 U.S.C. � 1905 The Trade Secrets Act, to protect restricted information provided to the USG. Pursuant to this statute, the USG is willing to accept proprietary restrictions placed upon data presented in response to this RFI and to protect such information from unauthorized disclosure subject to the following paragraphs. a.�Proprietary data may be submitted in writing and/or transmitted electronically and must be clearly marked �PROPRIETARY� with additional markings designating where �PROPRIETARY PORTION BEGINS� AND �PROPRIETARY PORTION ENDS�. Proprietary submissions shall be accompanied by explanatory text so the USG is clearly notified which data is proprietary and which is not proprietary. Electronic submissions shall have �PROPRIETARY� markings on both the cover sheet and the transmittal email, as well as the beginning of each file submitted. b.�Mark as �PROPRIETARY� only data which is truly restricted information and to which there is a legal property right. c.�Do not mark as �PROPRIETARY� data which is already in the public domain or is already in possession of the USG or third parties on an unrestricted basis. Do not mark data which is available to the USG or to the public without restriction from another source. NO CLASSIFIED DATA. DO NOT SUBMIT CLASSIFIED DATA AT ANY TIME OR INSTANCE IN RESPONSE TO THIS RFI. Disclaimer. The USG is not responsible for the public disclosure of unmarked data received in response to this RFI. Accordingly, RFI respondents shall ensure that technical data provided in response to this RFI shall be appropriately marked, as described in paragraph 4 herein, to ensure proper USG handling of the data. Should the USG need to reproduce the protected data for distribution purposes between USG offices, all such data shall be reproduced with restrictive legends in place. The USG may use support contractors in reviewing responses. The USG will review responses that contain proprietary information without using support contractors consistent with the resources available. In cases where support contractors may be utilized for review of proprietary information, the USG will use best practices to maintain protection of the information. RFI Response. Responses to this RFI, including any supporting information, shall be submitted electronically to the email address shown below. For any submissions greater than 10 MB in size send an email notice to the point of contact below. The contract specialist will then issue a file drop-off request through the Department of Defense (DoD) Secure Access File Exchange (SAFE) (https://safe.apps.mil/). The subject line or package must read �(Company Name) Response to CTT RFI.� Please spell out acronyms in their first instance within the email body and the body of any attached files. Legacy Medium and Heavy Truck Information. Purchase Descriptions that provide reference information for the legacy heavy missions (PLS/HEMTT/M915) that the CTT may potentially replace are attached as Attachment 005 - Automotive and Tank Purchase Description (ATPD) 2304 Rev D and Attachment 006 - ATPD 2286 Rev C.� If interested in understanding the legacy medium missions (M1088) Controlled Unclassified Information (CUI), offerors shall submit requests via email to kyle.a.szwarc.civ@mail.mil. The CUI request shall include the following: Company name, address and CAGE Code Point of Contact Name, Title, Office Phone Number and Email Address Copy of the approved DD Form 2345 Transmission of legacy purchase description information does not constitute the USG desire for the CTT to have similar capabilities.� Any CTT specific information will be released as notionally planned in Sections 9 & 10. Near Term CTT Events. The USG has released a draft Abbreviated Specification (A-Spec), Attachment 0008, which is derived from the CTT�s Abbreviated Capabilities Development Document (A-CDD).� A summary of the capability gaps and desirements are planned for small group discussions, along with company specific meetings at the upcoming CTT Industry Day, scheduled for October 20-21, 2021 at the VEMOS Operations and Engineering Center, 2025 Concept Drive, Warrnen, MI 48091 (more information to be released in the coming weeks).� Additionally, the USG is tentatively planning a second Industry Day within 2QFY22 or 3QFY22�at the Detroit Arsenal in Warren, MI to further discuss the A-Spec, as well as a display of several of the legacy trucks on-site that the CTT is envisioned to replace. Other one-on-one discussions between the USG and industry partners who submit responses to this RFI may be conducted in order to enhance market research. Overarching Planning Factors for CTT. Over the next 3 years, the USG intends to utilize an Other Transactional Authority (OTA) to assess both Non-recurring Engineering (NRE) efforts (~FY22), as well as Prototype performance (~FY24). The schedule portrayed within this section is predecisional, and does not constitute USG commitment of time, funding, or resources to execute the notionally planned activities.
