- Description
- The Library of Congress (LC) Discovery & Preservation Services (DPS) requires a service maintenance contract to support the inventory management system that tracks collections items in the off-site, high-density preservation storage facilities. In 2000, the Library bought an off-the-shelf software system called the Library Archival System (LAS) from Generation Fifth Applications, Inc. LAS is a system that was originally designed for the Harvard University off-site collections storage facility. The Library of Congress has used this software to track its collections located at Fort Meade, Maryland since the Ft. Meade High Density Storage Facility (HDSF) opened in November 2002. To date, almost eight million items have been entered into the LAS and transferred to the Fort Meade HDSF. The original agreement to purchase this software package was signed on September 19, 2000 and included a maintenance agreement for one base year with three option years. Discovery & Preservation Services (DPS) is seeking a new maintenance contract/agreement for the LAS for a base year and four (4) additional option years. Please see the draft Statement of Work (SOW)for more details. Also see Justification and Approval For Other than Full and Open Competition. Document name: Justification and Approval LGD20220023_redacted. The Library intends to fulfill this requirement by issuing a sole source contract award to Generation Fifth Applications, Inc. Any firm that wishes to be considered for this requirement and believes that this does not meet the Sole Source criteria must submit a capability statement that demonstrates its ability to meet all the requirements described in the draft Statement of Work (below). The capability statement must be received no later than 12:00 pm noon November 5, 2021. The capability statement must not exceed five (5) double-spaced pages and shall include the following information: Company name, DUNS number, address, point of contact, phone number, and e-mail address Corporate structure (corporation, LLC, sole proprietorship, partnership, limited liability partnership, professional corporation, etc.) References, including name, phone number, and e-mail address of individuals who can verify the demonstrated capabilities indicated in the statement and Resumes for key personnel who would work on the contract for those individuals with knowledge and experience relevant to the requirement described in the draft Statement of Work. (Resumes are not counted as part of the 5-page limit for capability statements.) If other vendors express interest in this award, the Library reserves the right to proceed on a sole source basis if the conditions warrant it. In accordance with LC06.305, Availability of the Justification, the Justification and Approval to issue a sole-source contract to Generation Fifth Applications, Inc. is posted with this notice.
