Description
The Naval Oceanographic Office (NAVOCEANO), Stennis Space Center, Mississippi intends to competitively award a firm-fixed price, single award Indefinite Delivery/Indefinite Quantity (IDIQ) contract with a base year and three (3) option periods for the below referenced scientific, electronic, and logistic support services, in support of oceanographic missions to collect environmental acoustic data. Requirement: Data analytical services of acoustic datasets: The contractor shall support upgrading the bottom loss databases (LFBL and HFBL), noise databases (ANDB and SAFE), and databases in mission critical areas, as required. Upgrading the bottom loss databases is a multiple step process.� LFBL consists of two databases: a geophysical database that describes the travel time to acoustic basement, and a province geoacoustic database that describes the geoacoustic properties, sound speed, density, and attenuation, of the provinces.� Upgrading LFBL typically involves both databases, starting with geophysical database when determined its accuracy is insufficient.� Upgrading LFBL and HFBL both involved acoustic modeling, and the comparison of measured and modeled data to determine which bottom loss description minimizes the differences between modeled and measured data.� Unmanned systems (e.g. profiling floats, gliders) data will be processed in support of HFBL database upgrading.� The Ambient noise upgrades will contribute to the ANDB, SAFE databases, and DANM through software development, data processing, and model calculations. �Specific tasks shall be provided in separate task orders. Electronic and Glider and Support Services: The contractor shall provide electronics support to unmanned glider variants at NAVOCEANO for the Acoustics Department.� The anticipated full operational spectrum of glider systems is to maintain up to 30 gliders.� Up to three (3) survey missions to deploy and recover these gliders will occur each year.� Operation and Maintenance (O&M) support during these missions include activities such as preparing sensing system deployments, troubleshooting issues, and packing systems for shipment.� Glider piloting not required. Specific tasks shall be provided in separate task orders. Oceanography Logistics Support Services For Profiling Floats: The Contractor shall provide logistics support in the form of shipping and storage operations.� The support will consist of the receiving, storing and moving of remote sensing systems such as profiling floats with alkaline and lithium battery packs. The Government requires Float Receiving Support up to 50 times per year.� The Government requires Float Pre-Shipping Support up to 75 times --per year; per Float.� Pre-Shipping Support is required seven (7) to 30 days ahead of shipping of the floats to a vessel, or delivery of the floats to Stennis Airport, MS, Keesler AFB, MS, or another location within a 50 mile radius of NAVOCEANO.� The Government requires Float Transportation Support�up to 100 times per year.� The total number of floats supported in each of the above three ways is expected to be 1,000 per year, or less.� The Government will provide SOPs for guidance. Specific tasks shall be provided in separate task orders. Solicitation Number N6230622Q0004 for this effort will be posted to SAM.gov | Contract Opportunities on or about�October 22, 2021.� This solicitation will contain all necessary information to propose the project. An organized Site Visit will not be held. Proposals are tentatively scheduled to be due on or about�November 5, 2021. The period of performance of the contract shall be for a base and three (3) one (1) year option estimating begin date of on or about November 29, 2021. THIS SOLICITATION WILL BE FULL AND OPEN WITH NO EXCLUSTIONS.
